Mr. Marohn explained the process to complete a comp plan includes public
opinion, a possible charrette and town meetings. It was agreed that the public
needed to be involved and to gather comments and ideas. Mr. Nagel explained
that the Township, with the help of Region 5, had sent out an 8 page
questionnaire to the public and then the data was compiled into the charrette.
Mr. Marohn stated that with pending applications, subdivisions and rezones, that
time is a factor. Mr. Adams stated that a charrette was not doable within this
time frame.
It was agreed that public input was necessary.
Goal 2.
Ordinance updating is very critical and needs to be done immediately and then
revisited possibly in one year. This needs to be a vision of more than the 9
Planning Commission members. It was agreed that the Long Range Planning
Commission make policy and plan and make recommendations to the Planning
Commission.
Mr. Twardy stated that if the Highway 371 Bypass is built, the City needs to be
planning as it will cross the Irrigation Field and utilities will need to be installed
underneath.
It was agreed that the municipal area needed to be addressed first. It was also
agreed that this group should aim at a July target date, rather than September.
It was also agreed that that there are many organizations already in place that
have been collecting information and opinions of the public. This information will
be collected from the Chamber, the Highway 371 committee and PLADO.
Mr. Buell recommended that a draft of the plan be made available prior to a
public meeting.
Mr. Marohn asked where the focus of this group should be: the municipal area or
Highway 371. It was agreed that the Bypass is an element of the municipal area.
The next meeting will be held on Thursday, March 13, 2003 at 6:30 p.m. Future
meeting may be held twice a month.
The meeting was adjourned at 7:50 p.m.
Respectfully submitted,
Dawn Bittner
Planning &Zoning Staff
