4. Lot 3 and Lot 4 are marginally buildable due to steep topography. There <br /> is room for dwellings on the property. Access to the dwelling sites is <br /> improved through the installation of a cul-de-sac. <br /> 5. Soils are indicated to be very suitable for onsite sewage treatment. <br /> 6. There is adequate room on Lots 1, 2 and 4 for construction of two <br /> standard individual sewage treatment systems. <br /> 7. It is unclear if Lot 3 has adequate area for the construction of two standard <br /> individual sewage treatment systems. The area that is high and buildable <br /> on the lot will be needed for the dwelling and access drive. The remaining <br /> land is on a steep slope that will be inundated with stormwater during rain <br /> events. <br /> 8. Lots 1 and 2 abut North Oak Street, a publicly maintained street, and are <br /> accessible off of the minimum of 33-feet of public right-of-way. <br /> 9. Lot 3 and 4 are proposed to access off of public right-of-way to be <br /> dedicated for a cul-de-sac. <br /> subject to the following conditions: <br /> 1. A deed restriction appears that the pole building will be removed when <br /> Oak Street is improved. <br /> 2. The gap be taken care of before moving to Final Plat and not at the City's <br /> expense. <br /> 3. Rezone the parcel to residential prior to Final Plat application. <br /> ■.'' If the applicant does not agree with the Planning <br /> Commission's decision, he may appeal to the Board of Adjustment.
