She <br />indicated that there will not be a fully functioning healthy department if a <br />Chief is promoted from within. She further noted that the officers do not <br />get along well enough with each other to respect the Chief. <br />Don Kraemer — 28122 State Hiahwav 371 — Mr. Kraemer stated that he <br />has 45 years of law enforcement as a background. He stated that we a <br />Chief from the outside along with an organization to interview the new <br />chief. He stated that we need a chief with experience and one that can <br />investigate. He suggested that the officers need to smile more. <br />Mike Dubav — 34115 Birch Trail — Mr. Dubay stated that he is in favor of <br />promoting from within and stated that he wants an adequate training <br />budget. <br />Tim Keen — Mr. Keen stated that he disagrees with outsourcing for a <br />chief. He indicated that people will work better if they are going to get a <br />wage increase or a promotion. He indicated that promoting from within <br />gives people an incentive to do a better job. <br />JD Berns — 713 N. 9t" St. Brainerd — Reserve Sqt. — Mr. Berns <br />� suggested that the City choose the best candidate whether from the <br />outside or the inside. <br />Scott Pederson — 3823 CR 17 — Mr. Pederson heard that the police force <br />does not get along and if this is the case, the supervisor needs to take <br />care of the situation. He stated that a department does not have to like <br />each other but they have to get along and do the job as one unit. He <br />further stated that the police officers either get along or they leave. <br />Mr. Pederson stated that the City should hire the best person available for <br />the job for the money available. <br />Council Member Malecha — Council Member Malecha stated that she <br />recently met with the officers and felt that they have a good working <br />relationship and that they were working well together as a unit. <br />Council Member Sioblad — Council Member Sjoblad stated that the <br />officers have indicated that they would back each other no matter what the <br />relationship. <br />John Lubke — Jenkins Mavor — Mr. Lubke stated that the main reason <br />for contracting with the Pequot Lakes Police Department was to have local <br />people that you knew as your police officers.
