� <br />City Council Minutes <br />September 3, 2013 <br />Page 4 of 8 <br />-------------------------- <br />The City Clerk informed the Council that the Planning and Zoning <br />Administrator has begun mailing questionnaires to everyone who has <br />applied for a land use permit. The purpose of the questionnaire is to <br />ensure that a high level of customer service is being met. 55% of the <br />surveys have been returned all with very positive results. The Clerk <br />commended Dawn for taking the initiative to begin this process and for the <br />good job she is doing in dealing with the public. <br />Council Member Akerson requested Dawn to check with surrounding cities <br />to see what they are charging for land use fees. <br />7. Fire <br />Fire report received by Council. <br />8. Police <br />8.1. Hire Police Serqeant <br />Chief Klang stated that he is recommending that the City hire Chad <br />Turcotte as Police Sergeant at step 10 of the non-union pay plan at <br />� $24.91 per hour. He noted that Chad has completed and passed all the <br />required testing and background checks. <br />COUNCIL MEMBER SJOBLAD MOVED TO HIRE CHAD TURCOTTE <br />AS SERGEANT AT STEP 10 OF THE PAY PLAN ($24.91/HOUR) TO <br />BEGIN EMPLOYMENT FOLLOWING THE REQUIRED NOTICE TO HIS <br />EXISTING EMPLOYER. COUNCIL MEMBER PEDERSON SECONDED <br />THE MOTION. <br />Chief Klang noted that the position was originally authorized by Council at <br />Step 8 of the pay plan. He noted that he is requesting the Council to hire <br />at Step 10 due to Mr. Turcotte's experience in law enforcement. <br />MOTION CARRIED 5-0. <br />9. Public Works <br />9.1. Sprav Irrigation Contract <br />Mike Loven noted that the tenant of the Farm Lease Agreement is <br />delinquent in paying the lease payment. The Council discussed the <br />delinquency. It was noted that the only time the lease can be canceled is <br />� <br />between October 15 and November 15. The Council concurred that they <br />
