Marohn,Jr., PE,AICP <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> CITY COUNCIL LIAISONS: Craig Nagel and Tom Ryan <br /> COMPREHENSIVE PLAN DISCUSSION <br /> Infrastructure Section: <br /> m <br /> Mr. Marohn passed out draft Policies for discussion.'l-He instructed the Planning <br /> Commission to disregard pages 39 and 40 in the packets and to replace with the new <br /> pages. There are three things he would like to cover this evening: <br /> 1. Infrastructure Policies; <br /> 2. Comments on other sections; <br /> 3. Next steps, creating strategies. <br /> Policy One: Mr. Marohneatlhe policy. Councilman Nagel stated that the City had <br /> completed a rate stud end are#01ementing same. Mr. Marohn would like to look over <br /> this study. Council yan stated that the general sense is that the funds are holding <br /> even; if there were grove h�the City vould have the opportunity to set aside funds. <br /> Add"maintaining"to cover rep s. Capitol equipment such as lift stations and major <br /> repairs are not general maintenance;tliey are a separate item. <br /> The water/wastewater reserves are minimal; they are not specifically designated, but <br /> there are funds. The sewer infrastructure may be 50 years old and in need of repair. <br /> Policy Two: Line 20, levels being unmanageable was discussed and whether it was a true <br /> statement. <br /> Policy Three: Are inducements necessary to get people to invest in these areas? We <br /> need a code that doesn't have obstacles preventing reinvestment. <br /> Policy Four: To scale back infrastructure maintenance, roads could be built narrower. <br /> The funds saved could be used in other locations to enhance them.
