PEQUOT LAKES PLANNING&ZONING COMMISSION <br /> SPECIAL MEETING, APRIL 3, 1998 <br /> The Pequot Lakes Planning&Zoning Commission public hearing was called to order by <br /> Chairman M. Jurchen on Friday, April 3, 1998, at 6:02 p.m., at the Pequot Lakes City <br /> Hall. Roll call: M. Jurchen, G. Jenson, J. Thompson, F. Martinson. Absent: G. Welu. <br /> Also present: Bridgette and Kelly Larson, David Kennedy, Theresa Peterson. <br /> The purpose of the public hearing is to consider the application of Kelly Larson for a <br /> Conditional Use Permit for property legally described as South 1/2, of lot 13, 1st edition <br /> of Coles Plat of Pequot, Section 10, Township 136, range 29, property is currently zoned <br /> meeting density Residential and application to approve would permit the above named <br /> party to operate a small engine repair, minor welding business from the garage located just <br /> north of the dwelling and all interested persons were invited to attend this Hearing and be <br /> heard on the matter. <br /> The Chairman directed the attention of the commission to page 4 of Zoning Ordinance <br /> 163, which is the definitions, primarily what needs to be looked at is the issue does the <br /> small engine repair and welding fit under the classification of home occupations, as listed <br /> under Section 1.37, as read into the record;Home Occupation, the use of non-residential <br /> nature conducted entirely within the dwelling or accessory building and carried on only by <br /> the inhabitants thereof which use is clearly incidental and secondary to the use of the <br /> dwelling for residential purposes, one, hung, unlighted sign not to exceed 12 sq. ft may be <br /> displayed, a home occupation shall be limited to beauty parlors, barber shops, catering <br /> services, dress making, carpenters, cabinet making shop, door to door sales, office, home <br /> bakery, furniture repairing, saw and skate sharpening, upholstery shop, real estate office, <br /> individual Doctor consultation office, and other restricted business, service or profession <br /> which in the opinion of the Board of Adjustments are of the same general character as the <br /> uses enumerated and designed so as not to change the characteristics of the <br /> neighborhood. The following shall not be deemed to be home occupations animal <br /> hospitals, kennel, automobile repair, among others. <br /> The applicants presentation explained the home business would be limited to residential <br /> small engines such as lawn mowers, weed eaters and chain saws, not including <br /> motorcycles, and nothing would be stored outside. This business would be operated part <br /> time, with no motors to be started after 8:00 p.m.. The business would be conducted <br /> inside of a 14' X 24' garage, with cement floor. Gas engines would be repaired in one <br /> garage and welding in another. <br /> Theresa Peterson voiced her concern for a Conditional Use Permit, and does not want a <br /> change in zoning. <br />
