AGENDA ITEM #9.4 <br /> REPORT TO <br /> CITY COUNCIL <br /> Date: October 4, 2005 <br /> Subject: Storm Water Drainage Fee <br /> Report: The Council has requested staff to research the <br /> history of the Storm Water Drainage Utility Fee. The issue <br /> at hand is that currently the storm water drainage utility fee <br /> is charged to property owners in the "old" City and not to <br /> property owners in the township. <br /> I have researched the information on file regarding the this <br /> fee. Here is what I have found: <br /> 1. The storm water drainage utility fee - is charged to <br /> land owners living in the "old City." The township has <br /> been excluded. (When the storm water utility fee was <br /> implemented, the City and Township had not yet annexed.) <br /> 2. Annexation Agreement - No restrictions on who is <br /> charged with the storm sewer drainage fee. In fact, it does <br /> state in the agreement that the town areas will receive storm <br /> sewer. <br />
