3. Ordinance 178 — Storm Sewer Drainage Utility <br /> Ordinance — The ordinance does not refer to any <br /> restrictions on who does and who does not get charged a <br /> storm sewer fee. <br /> 4. Public Hearing — A public hearing was held to <br /> implement the storm sewer drainage utility fee. This <br /> meeting was held on April 21, 1998, however, there are no <br /> minutes recorded from this meeting that I can find. <br /> In conclusion, I do not know how it was determined that <br /> property owners in the city, and not the township, pay this <br /> fee. I can only assume that it was decided at the public <br /> hearing, of which we have no minutes. <br /> Council Action Requested: If the Council wants to <br /> pursue charging all of the Pequot Lakes property owners <br /> this fee, the Council should direct staff by motion, to look <br /> into the procedure for implementing the fee. <br /> FYI - Janet Wedan has been reviewing all of the storm <br /> water drainage accounts. She has found many discrepancies <br /> and is making corrections to the accounts. A full report will <br /> be given to the Council in the future, regarding Janet's <br /> findings. <br />
