MINUTES <br /> `— JOINT WORK SESSION <br /> OF <br /> PEQUOT LAKES CITY COUNCIL <br /> AND <br /> PLANNING COMMISSION <br /> APRIL 3,2007 <br /> PRESENT: Mayor Malecha, Councilmen Sjoblad,Nagel, Oraskovich and Ryan; <br /> Planning Commission Members Woog, Adams, Habein, and Varilek. ABSENT: <br /> Planning Commission Members Derksen, Hallan, Pederson and Williams. <br /> STAFF: City Engineers Tim Houle and Mike Rude; Street Superintendent Mike Loven; <br /> Water/Wastewater Operator Tina Holden; City Clerk Sandy Peine; City Planner Charles <br /> Marohn; and Zoning Administrator Dawn Bittner. <br /> The meeting was called to order at 5:33 p.m. by Tom Woog, Planning Commission <br /> Chair. <br /> APPROVAL OF MINUTES: <br /> Page 2, mid-page, sentence beginning "Pequot Lakes is unique . . ." should be stricken. <br /> A motion was made by Tom Adams, seconded by Jim Oraskovich,to approve the <br /> Minutes, as corrected. All members voted"aye". Motion carried. <br /> WIDSETH SMITH NOLTING,CITY ENGINEER: <br /> Tim Houle offered the following brief synopsis of his responses included in the Staff <br /> Report: <br /> What is the impact of an alternate route on the City's utilities? <br /> The Industrial Park lots—Mn/DOT will need to work with the City regarding the utilities <br /> on Morehouse Drive. The City may want to use a casing pipe for the sanitary sewer. <br /> What is the impact of an alternate route on the spray irrigation fields? <br /> The MPCA is comfortable with the City moving the pivots. There will be land issues and <br /> cost issues to discuss with Mn/DOT. <br /> To what extent does an alternate route limit future expansion of the wastewater <br /> treatment system? <br /> The City needs to look ahead to upgrading the treatment plant regardless which route is <br /> chosen. <br /> The sanitary sewer casing pipe may be a negotiating point with Mn/DOT. Future <br /> treatment plant upgrading would need a Facility Plan, or MPCA Report, at a cost of <br /> $25,000 to $35,000.
