Figure A-9 shows a bridged interchange with on/off ramps with a service road. Mn/DOT <br /> �- is now proposing an at-grade intersection. There is no impact to the ponds with the <br /> alternate route. The ponds may be visible from the alternate route. <br /> CORRESPONDENCE: <br /> March 9,2007 letter from Timothy Bray, Mn/DOT Project Manager and DRAFT <br /> April 4,2007 letter to Timothy Bray: <br /> Councilman Oraskovich stated that he supports paragraph 2 of the response regarding the <br /> 2 resolutions and that safety and cost are big issues. The City should be happy to <br /> negotiate of Memo of Agreement. <br /> Councilman Sjoblad stated that the proposed Memo of Agreement indicates the City <br /> should donate land. The land is valuable and there should be a trade-off. Mn/DOT <br /> should give something for the land. <br /> Councilman Ryan stated he felt it is premature even responding. The City is lacking so <br /> much information and specifics of the bypass route. He is not comfortable with a <br /> response at this time. <br /> Councilman Nagel asked Mr. Woog if Mr. Bray has specific concerns. <br /> \.. Mr. Woog stated that a response if polite and keeps the issue in the forefront. It was a <br /> consensus of the committee to send a response. Changes were discussed and Mr. Marohn <br /> made them to the letter. A subcommittee was formed to meet with Mr. Bray to discuss <br /> the Memo of Agreement: City Staff Marohn, Peine and Bittner; Councilman Sjoblad; <br /> and Planning Commission Members Woog and Adams. <br /> Mr. Sjoblad stated that the community prefers an alternate route. <br /> FINANCIAL CONSULTANT PROPOSAL: <br /> Mr. Marohn explained why the City should consider this proposal. Donjek is scheduled <br /> for a June meeting and the Council should make a decision to allow ample time to <br /> provide the analysis. Councilman Ryan stated WSN provided the financial analysis for <br /> the through town route. Tim Houle, City Engineer, stated that WSN provided a cost <br /> analysis of the infrastructure only. <br /> The economic impacts were not studied for the through town route. Mr. Marohn was <br /> asked if the analysis could be expanded to look at both options. Mayor Malecha stated <br /> that land acquisition for backage roads and impacts to businesses south of town was <br /> never looked at.
