MINUTES
LONG RANGE PLANNING COMMISSION
FEBRUARY 13, 2003
The meeting was called to order at 6:35 p.m. by Charles Marohn, Planning and
Zoning Administrator.
PRESENT: Brett Twardy, Mike Loven, Dan Loven, Karl Moon, Ryan Buell, Marty
Nelson, Juliet Lilgaroth, Brenda Meyers, Cheryl Karnowski, Cathy Malecha,
Chuck Knierim, Craig Nagel, Tom Adams, John Derksen, Beth Elliott, David
Kennedy and Tom Ryan.
Chuck Knierim informed the group that an Intern had been hired through the
University of Minnesota to assist the Planning and Zoning Office for the summer
with future planning. The cost would hopefully be covered by grants.
Chuck Marohn explained that this meeting had been published as a Planning and
Zoning meeting and the Long Range Planning Advisory Committee had been
invited to attend. He pointed out the two zoning maps that the Planning
Commission and Staff are currently using, which were in place prior to the June
14 annexation. The zoning classifications are different. He discussed last
month's workshop where a new map and zoning classifications were discussed.
He also pointed out that there was confusion as to whether this group was a
`.- Commission or a Committee. Commission denotes serving indefinitely, while
committee would serve short term. It was decided that this group would be
referred to as a commission, serving until its' goals are met, and then be
redefined at that time.
Mr. Marohn explained that he had drafted 4 goals for Mayor Malecha (a copy of
which is attached to these Minutes). They are:
1. Update the Sibley Township Comprehensive Plan to reflect the new City
of Pequot Lakes boundaries. Target completion date: July 1, 2003.
2. To update the land use and subdivision ordinances to reflect the updated
Comprehensive Plan. Target completion date: Sept. 1 (draft) and Dec. 1
(final public hearing)
3. To properly zone all of the property within the City limits. Target
completion date: End of 2004.
4. Work with Loon Lake and Jenkins townships to extend comprehensive
planning and local zoning control to those areas.
Goal 1.
He explained that the City had adopted the Sibley Township Comp Plan prior to
the annexation, but that it did not define the municipal area of the new City. Mr.
Kennedy pointed out that the City had a comp plan in place and that the two
should be reconciled, rather than just start with the Sibley plan. Mr. Marohn
agreed that the two plans need to be integrated into one vision.
