Crashes,safety, and benefit costs as related to expansion project priorities were discussed. A decision was made to reschedule expansion projects, and add inflation costs to some budget set asides. Major expansion projects The group discussed what to do with all of the major expansion projects currently in the study process, and those corridors that met Mn/DOT State Plan guidelines for future expansion. Continue work on the following projects: • Hwy 23 four-lane expansion from Hwy 95 to Foley-Continue to prepare project for 2012/2013 construction • Hwy 25 four-lane expansion from Buffalo to Monticello- Continue to prepare the project for an estimated 2015/2016 construction • Hwy 371 four-lane expansion from Nisswa to Pine River- Complete the Environmental Impact Statement and continue to prepare the project for an estimated(Stage 1)construction in 2018/2019. • Hwy 55 four-lane expansion from Rockford to Annandale- Environmental Assessment may be prepared using High Priority Project(HPP)funding. Any future right of way acquisitions will need to use HPP funding. • Hwy 169 and Hwy 10 freeway or expressway options for Elk River-Complete the environmental process funded by the city of Elk River. Mn/DOT can not provide any funding for right of way acquisition or construction, including HPP matches. This project must be locally funded. • Hwy 10/1-94 River Crossing and Freeway Connection-Receive municipal approval and put on hold. Stop or not start work on the following projects: • Hwy 10 Wadena bypass/four-lane expansion • Hwy 10 Big Lake bypass • Hwy 10 through St. Cloud • Hwy 15 through St. Cloud - • Hwy 15 four-lane expansion from St Augusta to Kimball • Hwy 18 four-lane expansion from Brainerd to Garrison • Hwy 23 six-lane expansion through St. Cloud • Hwy 65 four-lane expansion from Cambridge to Highway 107 • Hwy 169 four-lane expansion around Mille Lacs Lake(suspended in 2006) • Hwy 210 four-lane expansion west of Baxter • Hwy 210 four-lane expansion east of Brainerd • 1-94 six-lane expansion freeway This information will be updated in the Mn/DOT State Transportation Plan and the Mn/DOT District 3 Long-Range Transportation Plan. Future focus will be on low cost safety improvements Our safety problem on our state highways is not going away.
