MINUTES <br /> PEQUOT LAKES PLANNING & ZONING COMMISSION <br /> REGULAR MEETING <br /> APRIL 21,2005 <br /> PRESENT: Bill Habein, Dean Williams, Tom Adams, Tom Woog, Roger Varilek and <br /> Scott Pederson. ABSENT: Mark Hallan and John Derksen. <br /> CITY PLANNER: Lisa Barajas, Community Growth Institute. <br /> ZONING ADMINISTATOR: Dawn Bittner. <br /> COUNCIL LIAISON: Dave Sjoblad. <br /> The meeting was called to order by Tommy Woog, Commission Chair. <br /> APPLICANT: Lori Westlund. <br /> Applicant requests a Conditional Use Permit for Retreat Rental Space (accessory <br /> apartment). <br /> Ms. Barajas explained the Staff Report. Rich Westlund, applicant's husband, was <br /> present. There was no public comment. Mr. Westlund stated that the rental space is to be <br /> 3-bedroom spaces for weekend scrap booking stays. There is no intension for long-term <br /> leases,just possible up to 4 to 5 day long weekend stays. It would be operated more like <br /> a hotel/motel, not apartments,only for scrap booking patrons. When asked about <br /> signage, Mr. Westlund stated that the plan is not complete yet and will be submitted to <br /> Staff. The rear stairs are the fire escape and Mr. Westlund plans to put in an electric chair <br /> to make the upstairs ADA accessible. No elevator will be necessary. <br /> MARK HALLAN ARRIVED DURING DISCUSSION. <br /> A motion was made by Dean Williams, seconded by Bill Habein, to recommend approval <br /> of the Conditional Use Permit, with clarification of finding of fact#15, based on the <br /> following findings: <br /> 1. The property is properly zoned for commercial use as it is zoned Exempt <br /> Commercial. <br /> 2. The property meets the minimum lot width of 50 feet. There is not a minimum <br /> lot size in the Exempt Commercial zone. <br /> 3. The proposed use meets the impervious coverage limit of 75 percent, having <br /> approximately 54 percent impervious coverage. <br /> 4. The proposed structure falls under the maximum building height of 35 feet, <br /> being 30 feet high. <br /> Planning Commission 1 <br /> April 21, 2005 <br />
