We would recommend that the developer provide the City with approved copies of these permits prior to granting its approval to the project. Connection to Existing City Utilities and Roadways The site plans we reviewed did not specifically address any connections to City utilities. Nevertheless, we have the following observations to offer: Sanitary Sewer: Connection to existing City sanitary sewer facilities may be difficult, as the nearest sanitary sewer main on Olson Street next to the apartments (north of this site)does not appear to have adequate depth to allow for a gravity feed from the site. Should connection be desired, an on-site lift station would probably be required. If this connection is not deemed necessary, due to the extra workers anticipated and the resulting load,the City will most likely need to review the Individual Sewage Treatment System design. Water: While we have not done any kind of independent building code inquiries or searches, a fire sprinkler system may be in order due to the size of the facility and the nature of activities to take place within it. Connection to existing City watermain appears to be feasible, as there is existing watermain along the east and northeast sides of the site. Storm Sewer: If the site is constructed according to the plans submitted, and with the assumptions we have state previously, connection to existing City storm sewer does not appear to `" be necessary at this time. Streets: Presently,the facility connects to City streets through the north boundary of the site. The site plans appear to indicate no change to this connection. The site plan also indicates property appearing to go out to TH 371 on the east side of the site. We would recommend such a connection to TH 371 be pursued. We do not see running large and long trucks into and out of this site over the existing City streets north of this site(and on one of the main routes into/out of the school)being a desirable situation for anyone. The developer and the City should keep in mind that MnDOT is planning a service road along the east edge of this site in conjunction with planned four-lane improvements to TH 371. This will, in our opinion,be the best access to the property in lieu of the indicated north access point.
