While I would like to get feedback at their December <br /> 7 Council meeting, I suspect they will need a little more time to review. <br /> I generally like Alternative A in the red. Starting on the south near the City's water <br /> tower, I like how it "S" curves to the east to go along the property line between Mr. <br /> Babinski and the motel. As it comes up on the Church's property, I was hoping it could <br /> curve more to the west and then come back to the east behind the Oasis. What are the radii <br /> of the two curves shown in this area? <br /> Alternative B in green does not appeal to me. It adversely impacts properties north and <br /> south of the Church. <br /> ` lternative C in yellow also adversely impacts properties beyond the Church and the <br /> intersection with West Lake Street is way too close to the highway. <br /> As far as other alternatives that you should review, I have two comments. <br /> One is that the City was looking for feedback/a response to Mr. Olson regarding fitting <br /> the service road within the existing R/W along with the proposed four-lane improvements. <br /> Will you be responding to this in some way? <br /> The only other comment I would have relates to 'tweaking' the curves of Alternative A to <br /> see if we can minimize impact west of the Church. <br /> Regarding street or road standards, I do know that we have worked with Mike Loven, the <br /> City' s street superintendent, as well as P&Z when reviewing proposed plats on appropriate <br /> widths, etc. for different areas around the City. I just don't remember if any of that has <br /> made it to the level of official City standards or ordinances. <br /> I will review the table with Mike to see if he (or others at the City) have any comments. <br /> I agree with the 30 mph design speed, although I don't think it would be out of the <br /> question to possible use 25 mph in certain cases. <br /> A 21-degree curve equates to a 273-foot radius at 6% superelevation. While this type of <br /> criteria may work from Derksen Road south to CR 168/CR 107, I don't see this working in a <br /> more urban area like the segment we are talking about. I see a curb and gutter section <br /> working better here. Using the urban State Aid standard [Fig. A(3) 5-892 .2111 we could use <br /> a 300-foot radius at normal crown. I know that MnDOT policy says they won't pay for curb <br /> and gutter, but in an urban area, ditches can take up a lot of space as well as create <br /> challenges on where to take the storm drainage. <br /> While I would like to entertain the discussion of 80-foot R/W widths in urban areas, I see <br /> his stretch being 66-feet wide to match up with the existing 66-foot R/W widths north and <br /> outh of this segment. <br /> The cul-de-sac radius appears appropriate, however, each cul-de-sac should be reviewed for <br /> 1 <br />
