The timing and financing of such an undertaking will most <br /> likely be from a developer-initiated project as opposed to a City-initiated project. <br /> Thus,unless a developer steps forward or the City puts together an overall finance plan,they <br /> most likely will not place utilities as part of this project. <br /> 21. The City is aware that it has watermain in a casing pipe under TH 371 at Pillsbury and that <br /> the casing pipe will need to be extended at the City's cost as part of this project. <br /> This watermain(uncased)then turns north and parallels about 15 feet within the easterly <br /> TH 371 R/W for about 260 feet north before turning east along the south R/W of <br /> Morehouse Drive. <br /> This watermain was installed in 1999. Due to the unknown extent and timing of the <br /> proposed TH 371 improvements at that time, the City only paid for enough casing pipe to <br /> `cover' the existing highway. <br /> For the purposes of estimating a cost to the City, and not knowing the exact highway <br /> layout at this time, I will use 75 feet of additional casing pipe installed perpendicular to <br /> the highway and 260 feet of casing pipe installed parallel to the highway (excavation of <br /> existing watermain, installation of a `split' casing pipe, `welding' of the `split' casing <br /> pipe, and backfilling) at $150 per foot for a total of$50,250. <br /> 22. We understand MnDOT has warrants for the installation of stoplights as well as access <br /> management guidelines (for access and stoplights, the spacing varies from 0.25 miles to 1 <br /> mile depending on whether it is urban to rural). <br /> We ask that MnDOT review traffic types(i.e. buses from the school and industrial traffic <br /> from the industrially zoned land) and traffic projections as the project schedule becomes <br /> more defined,and if warrants are met,to consider installation of a stoplight at the Morehouse <br /> Drive intersection(50% of the costs being shared by the City). <br /> Morehouse Drive - West Lake Street 10.3 miles } <br /> 23. On the west side just north of the new Morehouse Drive four-way intersection, MnDOT <br /> should note that the property is zoned Industrial. <br /> The City is expectant that MnDOT's standards for service roads in such areas will reflect <br /> larger radii, widths, etc. needed for vehicles in such zoning. <br /> 24. Also on the west side north of Morehouse Drive extended, MnDOT needs to have <br /> discussions with the property owner(Mr.Babinski)about his future development plans and <br /> how a service road through here would work with these plans. <br /> CAMP DocumenvWity C1erMIGHWAY 371\Comments to MnDOT-100804-memo.doc <br />
