Pequot Lakes- Hwy 371 North <br /> October 8, 2004 <br /> Page 8 of 13 <br /> It appears that the service road will need to 'meander' slightly to the east from its present <br /> depicted alignment to abut the back lot line of the properties adjacent to the present TH 371. <br /> 25. On the west side north of Mr. Babinski's property to West Woodman, I believe the City <br /> understands the advantages of the proposed `straight' alignment. However, MnDOT will <br /> need to work with the property owners(Gloria Dei Church being one)to mitigate impacts to <br /> these properties. <br /> A frontage road has been discussed to miss the Church's play area west of the building. <br /> However, this would most likely require some significant "S" curves to connect with the <br /> backage road alignments north and south of the Church. <br /> A backage road alignment that`meanders'east of the parsonage(that apparently is going to <br /> be used as an assisted living house), west of the play area, and then back to the present <br /> depicted alignment is something the City would like MnDOT to consider. <br /> A Mr. Bob Olson from the Church also made a presentation to the Council promoting a <br /> frontage road(roughly from Super America to the south). I will forward a color copy of Mr. <br /> Olson's presentation board under separate cover. <br /> The City Council is requesting MnDOT review Mr. Olson's proposal and provide <br /> dimensioned layout for both a frontage road on MnDOT R/W in front of the Church as well <br /> as a dimensioned layout for a `meandering' service road `behind' the Church before they <br /> make a decision in this area. <br /> Council Member Justin Bolz-Andolshek has asked to be included in any meetings or <br /> discussions on this issue. <br /> West Lake Street - West Woodman Street { 1 block } <br /> 26. Again, for the safety of the service road network that will benefit the Trunk Highway,the <br /> service road from West Lake to West Woodman should be part of this project and not 'by <br /> others'. <br /> We understand that there are no accesses that MnDOT would be closing between these two <br /> streets,but the re-routing of traffic resulting from MnDOT's overall access management plan <br /> will result in more traffic using these City streets.Thus,MnDOT is impacting the City street <br /> system and should be able to justify at least paying for a standard 32-foot service road(City <br /> acquires R/W, City pays for street section `above' the standard 32-foot ditch-lined service <br /> road). <br /> CAMy DocumentsWity ClerMIGHWAY 371\Comments to MnDOT-100804-memo.doc <br />
