On the east side, although the City's wastewater spray irrigation field is in this area, <br /> comments have been made that the City should locate this service road as a backage road so <br /> it can service both sides (maybe extending south off the Derksen Road/future Morehouse <br /> Drive intersection). <br /> 12. For the service roads on the east and west sides, the City will most likely not contribute to <br /> any more roadway width/section than MnDOT will pay for as part of this project (32-feet <br /> wide, ditch-lined, assuming a 10-ton roadway). <br /> 13. The service road on the west side coming in on the north side of CR 168 (Mayo Lake Road) <br /> should be lined up with either Hurtig Road or the recommended backage road mentioned <br /> above (No. 8). <br /> 14. For the service road on the west side,the City has been talking to the property owners about <br /> possibly going with a backage road instead of a frontage road. <br /> The City understands that MnDOT could possibly contribute some dollars that they would <br /> not have to expend on a frontage road (estimated to be about$100,000). <br /> The City also understands that they would be responsible for paying for both R/W (no <br /> �. estimate available) and business "re-orientation" costs (estimated to be $550,000 to <br /> $600,000). <br /> The City is not in the financial position presently to be expending these kinds of dollar <br /> amounts for R/W and business"re-orientation". <br /> However, the City continues to hear from and talk to the property owners about possible <br /> donations, etc. for a backage road instead of a frontage road. <br /> Derksen Road/Derksen Road Extended West - Morehouse Drive 10.4 miles } <br /> 15. The City has reviewed placing casing pipes under TH 371 around the intersection with <br /> Derksen Road in the past. <br /> Not knowing the exact highway cross-section in this area,nor the depth of utilities,especially <br /> sanitary sewer,it is difficult to estimate a cost for casings.However,using two 150 feet long <br /> casings jacked under the roadway at $250 per foot comes out to $75,000 in City cost. <br /> Depending on construction phasing and work zone traffic control,it may be possible to open <br /> cut trench the casing pipes in,which would probably cut this cost to about$100 per foot for a <br /> total of$30,000. <br /> Considering the present unknown nature and timing of development in this area,the City will <br /> most likely wait to see where development requires a crossing and jack casing pipes under <br /> CAMy Documents\City CIerMIGHWAY 371\Comments to MnDOT-100804-memo.doc <br />
