INSPECTION SUMMARY <br /> A Compliance Monitoring Survey(CMS)was conducted on September 21,2004,by <br /> Herschel Blasing of the Minnesota Pollution Control Agency g y(MPCA)to determine the facility's <br /> compliance status with the terms and conditions of its NPDES Permit. The following is a summary <br /> of the findings and comments resulting from that inspection. <br /> COMMENTS: <br /> 1) In reviewing the Discharge Monitoring Reports(DMR's)for the past 12 months of data,no <br /> permit violations have taken place. <br /> 2) As part of the inspection,Mr.Twardy mentioned the city is going to extend their sanitary sewer <br /> collection line in parts of the town. The city must first submit a Sanitary Sewer Extension <br /> Permit Application and receive written approval prior to beginning the work. <br /> 3) The spray irrigation site was also inspected. Mr. Twardy was wondering if the remaining <br /> legumes on part of the spray field could be cut and harvested. Because of the time of year and <br /> the possibility of winter kill,I recommended that this not be done. It was apparent during the <br /> inspection that Mr. Twardy and the farmer in charge of harvesting the crop are doing a good job <br /> of application and harvesting,this is very important for bacteria reduction,nutrient removal and <br /> uptake by plants to reduce groundwater impact. <br /> 4) Mr. Twardy explained that he has an annual maintenance program for all lift stations on the <br /> collection system and the main lift station has been re-calibrated for accurate flow <br /> measurements. <br /> 5) MPCA staff has recently met with city officials,city engineers and their operator on future <br /> wastewater needs,treatment expansions and alterative wastewater treatment options. Again, <br /> the city must submit Facility Plans and Plans and Specifications and receive written approval <br /> before any construction shall begin. I wish to commend the city for looking to the future of <br /> what the needs for wastewater treatment may be and addressing the issue prior to it becoming a <br /> problem. <br /> 6) It was apparent during my inspection that Mr. Twardy and the other city utility employees are <br /> doing an excellent job of operations and maintenance with the collection and wastewater <br /> treatment facilities. <br /> DEFICIENCIES/CORRECTIVE ACTIONS:NONE <br /> Signature of Inspector Date <br /> Comments and questions should be addressed to: Herschel Blasing <br /> Minnesota Pollution Control Agency <br /> 7678 College Road <br /> Suite 105 <br /> Baxter,Minnesota 56425 <br />
