Hwy 371 North <br /> September 27, 2004 <br /> Page 4 of 11 <br /> CR 107 North/CR 168 - Derksen Road/Derksen Road Extended West { 1 mile } <br /> 9. On the east side, the dead end service road from CR 107 should be extended to Derksen <br /> Road as part of this project and not 'by others'. <br /> The dead end proposed is against City ordinances on length of cul-de-sac roadways. <br /> A connection to Derksen Road will also help the Trunk Highway safety and capacity by <br /> providing alternate routes and several intersections for local traffic to use. It also provides an <br /> alternate route for traffic that wants to go from TH 371 north to Breezy Point and minimize <br /> the congestion of the TH 371/CSAH 11 intersection. <br /> MnDOT, in one conversation, indicated they are looking at taking the cul-de-sac presently <br /> shown on the north end of this road and eliminating it by bringing this service road back onto <br /> TH 371 as a right-in/right-out intersection. <br /> 10. On the east side, although the City's wastewater spray irrigation field is in this area, <br /> comments have been made that the City should locate this service road as a backage road so <br /> it can service both sides (maybe extending south off the Derksen Road/future Morehouse <br /> Drive intersection). <br /> 11. For the service roads on the east and west sides, the City will most likely not contribute to <br /> any more roadway width/section than MnDOT will pay for as part of this project (32-feet <br /> wide, ditch-lined, assuming a 10-ton roadway). <br /> 12. The service road on the west side coming in on the north side of CR 168 (Mayo Lake Road) <br /> should be lined up with either Hurtig Road or the recommended backage road mentioned <br /> above (No. 8). <br /> 13. For the service road on the west side,the City has been talking to the property owners about <br /> possibly going with a backage road instead of a frontage road. <br /> The City understands that MnDOT could possibly contribute some dollars that they would <br /> not have to expend on a frontage road (estimated to be about $100,000). <br /> The City also understands that they would be responsible for paying for both R/W (no <br /> estimate available) and business "re-orientation" costs (estimated to be $550,000 to <br /> $600,000). <br /> The City is not in the financial position presently to be expending these kinds of dollar <br /> `-' amounts for R/W and business "re-orientation". <br /> CA\Documents and Setting§AdministratodLocal Setting3Temporary Internet File§OLKB\Comments for Council to consider sending to MnDOT <br /> 092704-memo.doc <br />
