Ann Beaver Letter:
Dear Planning Commission Members:
You are receiving this letter instead of my appearing in person at your August 19 meeting
because I serve on the Crow Wing County Board of Adjustment and we meet at the same
time you do.
I am writing to ask you to place a moratorium on commercial planned unit developments
(PUDs) in shorelands until such time as the City of Pequot Lakes has updated its current
PUD ordinance language.
I recently requested and read Division 150: Planned Unit Developments, pages 131 —
140 of your ordinance. Some of the language mirrors current language in the Crow Wing
County ordinance, language which is in the process of being changed because it does not
adequately address the types of shoreland commercial PUDs being brought before the
County Planning Commission nor does it offer much protection for the lakes in question.
Much of this language was taken directly from the DNR's 1989 revision of the Statewide
Standards for Management of Shoreland Areas, a document which also is in the process
of being revised, for many of the same reasons.
Several organizations, including the Minnesota Lakes Association and the Crow Wing
County Lakes and Rivers Alliance, are asking the Crow Wing County Commissioners to
place a moratorium on commercial shoreland PUDs until the new ordinance language can
be adopted. Ottertail County, Hubbard County and several Crow Wing County
municipalities have already placed a moratorium on commercial shoreland PUDs until
they can update their ordinance.
If you have specific questions as to which language is in need of updating, I'm sure your
Planning and Zoning staff can answer them.
Please give my request serious consideration.
Sincerely,
-Planning Commission, August 19, 2004, 4
