Industrial Park Improvements <br /> • Review bids&decide on award of contract. See attached September 7 one-page Recommendation <br /> letter and 11"x 17"bid tabulation(easements and financial issues need to be accounted for too). <br /> • If the Council wants to award,proceed with construction.The City already approved WSN for <br /> construction contract administration, staking,and observation. <br /> • Need to review/determine assessment approach—see one page summary of six different methods. <br /> B. MnDOT T.H. 371 Improvements <br /> • Working on gathering comments to present to the Council before the October regular meeting so <br /> the Council can then send comments from that meeting to MnDOT. <br /> C. Pequot Boulevard/Marshall Street Storm Drainage <br /> • WSN has property parcel maps in this area. <br /> • WSN has elevation contour/aerial topographic mapping in this area from about 1997. <br /> • Does the Council want WSN to submit a proposal for a study with the following two main steps? <br /> • "Mesh"the parcel map and the topo map and calculate possible volume that could be <br /> contained in existing`low spot'.No field survey involved.No calculation of total <br /> drainage area that could be serviced by this `low spot'. <br /> • Calculate natural drainage area as well as ultimate drainage area that could be serviced <br /> by this existing `low spot' and the resultant water levels in a worst-case scenario(no <br /> infiltration). <br /> • This study could be in the$4,000 range,depending on the ultimate drainage area involved. <br /> • The scope and effort of any design and construction would need to be reviewed after the <br /> completion of the above study. <br /> D. Wastewater Treatment Plant(WWTP)MPCA Facility Plan <br /> • WSN,Brett Twardy, and Dave Sjoblad met with the MPCA to discuss components of a Facility <br /> Plan that MPCA would require if/when the City wants to do something with their spray irrigation <br /> field and/or wastewater ponds. <br /> • Is the City budgeting for this study? <br /> • Does the City want WSN to proceed on any of this work? <br /> H:VOB\130PQLAK\CITY MISC\September 7,2004 City Council Mtg-memo.doc <br />
