July 21, 2004 <br /> The Housing &Redevelopment Authority of Pequot Lakes met at Sibley Terrace on July <br /> 21, 2004 for their regular meeting. Commissioner present: Peterson,Nagel, Jurchen, <br /> Teie, Youngberg. Also present: Thurlow and tenant L. Grabow. <br /> Chair Peterson called the meeting to order. Minutes were reviewed and approved. <br /> M/Youngberg, S/Jurchen. M/carried. <br /> Bills were reviewed for payment. <br /> M/Teie, S/Youngberg to approve payment of the Sibley Terrace bills. M/carried. <br /> M/Jurchen, S/Peterson to approve payment of the Parkview bills. M/carried. <br /> M/Teie, S/Youngberg to approve payment of the Alpine bills. M/carried. <br /> Agenda: Sibley Terrace <br /> 1) The Director gave a progress report on West Grove Townhomes. Units A&B <br /> will be completed by August 10. Flooring is being installed and cabinets arrive <br /> next week. Dan's Sod of Brainerd will do the landscaping. The Joint Powers <br /> Agreement needs to be amended to reflect a higher income limit. Two interested <br /> applicants are over the 120% of median income as provided in the current <br /> Agreement. The legal department of Kennedy-Graven has stated we would be <br /> allowed to increase the limit up to 140%of median income and still have the <br /> project remain"affordable". A Resolution is needed to change the income limits. <br /> The Crow Wing County HRA has passed the Amended Joint Powers Agreement <br /> to reflect this higher amount. M/Youngberg, S/Peterson to amend the Agreement <br /> to show the 140% of median income. All Ayes. M/carried. The Resolution and <br /> Amended Joint Powers Agreement will be signed on Wednesday, July 21, <br /> notarized and sent to the County. <br /> 2) The open house for the West Grove project was set for Sunday, August 15 from <br /> 1:00—4:00 P.M. Invitations will be sent to some specific individuals and it will <br /> be advertised. Interest in the project has been wonderful. The staff is sending out <br /> 3 —5 brochures per week and taking many calls of interest. <br /> 3) The homes on the Kiser property are coming along nicely. One is sold. There are <br /> several applicants working with local lenders for the second home. CMHP will <br /> request funding for the HRA for the next year. The lots are becoming almost <br /> impossible to obtain, as developers are buying lots and paying high prices. <br /> 4) The Swenson property has been before the Planning Commission twice. The <br /> survey revealed that Gravdahl Drive encompasses a portion of the lot, making the <br /> building envelope very small. The Planning and Zoning commission has tabled it <br /> for a second time. <br /> 5) Discussion was held regarding the pet deposit for West Grove. The $500 amount <br /> is quite high compared to the current amount of$200 for tenants of the other <br /> projects. After reconsideration, the Board lowered the Pet deposit to $200 for <br /> West Grove. M/Teie, S/Peterson. M/carried. <br />
