MINUTES <br /> PLANNING AND ZONING COMMISSION <br /> REGULAR MEETING <br /> JULY 15, 2004 <br /> PRESENT: Bill Habein, Dean Williams, Karl Moon, Tom Woog,John Derksen, and <br /> Tom Adams. ABSENT: Marty Nelson and Mark Hallan. <br /> COUNCIL LIAISONS: Mary Pfeiffer and Joanne Johnson. <br /> CITY PLANNER: Charles Marohn, PE. <br /> ZONING ADMINISTRATOR: Dawn Bittner. <br /> The meeting was called to order by Tom Woog, Commission Chairman, at 6:30 p.m. <br /> APPLICANT: Merlin and Jill Carlson. <br /> Applicants request a metes and bounds subdivision. <br /> New drawings were received July 14, 2004 and staff had not had sufficient time to make <br /> a recommendation. <br /> A motion was made by Karl Moon, seconded by Tom Adams,to table this matter until <br /> the next meeting. All members voted"aye". Motion carried. <br /> APPLICANT: William Higgs, Region Five Development Commission and Pequot Lakes <br /> Housing and Redevelopment Authority(HRA). <br /> Applicants request a variance to create a non-conforming lot, a variance for rear setback <br /> and a metes and bounds subdivision. <br /> Applicants were present— Sharon Thurlow for the HRA and Shannon Worden for Region <br /> Five Development Commission. <br /> Staff did not receive the Certificate of Survey until 4:00 p.m. today. Staff explained that <br /> the Survey indicates Gravdahl Drive is nearly entirely on the subject property. There is <br /> no specifically defined right-of-way. In the DRAFT Comprehensive Plan, the future <br /> growth map indicates this type of plan would work. The setbacks would be less. These <br /> lots are unbuildable without a variance. The road is in bad shape. The road could <br /> possibly shift over to center to give more space. We cannot create new non-conforming <br /> lots. Staff needs time to do homework. Applicants are willing to work with Staff to <br /> make this happen. A utility map is needed to indicate pumping station. <br /> Planning Commission, July 15, 2004, Page 1 <br />
