2. There is a dwelling on the parcel. <br /> �. 3. The parcel topography is not excessive. There are no development <br /> constraints for either zoning classification. <br /> 4. The parcel is served by municipal sewer and water utilities and will <br /> connect when developed. <br /> 5. The parcel is one block east of Highway 371 and two blocks north of the <br /> existing downtown area. <br /> 6. The draft Future Land Use Map indicates that this area should be a <br /> transition between the urban and rural areas. <br /> 3. Draft Comprehensive Plan. For the past three months, a collection of Council <br /> members and Planning Commission members met to work out some language <br /> changes in the draft Comprehensive Plan. Those changes are summarized in an <br /> 18 page document included with your staff report. We are also forwarding you a <br /> new copy of the draft plan with the changes incorporated. The changes to the <br /> transportation section have been made but have not been incorporated into the <br /> graphic version, so you will find the text only. <br /> The Planning Commission has held another hearing on the proposed changes. <br /> The hearing was noticed and held as part of the regular meeting. There were no <br /> members of the public or city government present that commented on the draft. <br /> The Commission is unanimously recommending that you adopt this plan as the <br /> official Pequot Lakes Comprehensive Plan. To do so requires a resolution to <br /> adopt the plan approved by at least 5 of the 7 members of the City Council. <br /> If you have questions or concerns on the items in this report or any other issues, please do <br /> not hesitate to contact me.
