LAKFS <br /> EA <br /> CXWORATION <br /> Memorandum <br /> To: Mayer Malecha and City Council Members <br /> From: Sheila Haverkamp and Amy Collins <br /> Re: JOBZ Proposed Business Subsidy Policy <br /> Date: April 29, 2004 <br /> Attached is a Business Subsidy Policy for your consideration. The JOBZ <br /> subcommittee has met to review this policy and would like to have the Council <br /> deliberate the following revisions and suggestions: <br /> 1. Section I, Part A: Further definition is needed to have each subsidy analyzed <br /> on a "gross" basis. <br /> 2. Section II, Part A, 1 : Verbiage should read "Comply with the City's approved <br /> comprehensive plan...." <br /> 3. Section II, Part A, 6: Remove this criterion as suggested by Kennedy & <br /> Graven. <br /> 4. Section ll, Part B, 13: Remove blank line. <br /> 5. Section ll, Part C: Include description of FTE positions for the purpose of all <br /> job and wage goals as those jobs totaling 2,080 hours or more per year. <br /> 6. Section ll, Part C, 1 : General Job Goal is to create at least 1-2, FTE jobs. It <br /> is not recommended that the Council require any of these jobs to be held by City <br /> residents. <br /> 7. Section II, Part C, 2: General Wage Goal is to create FTE jobs that pay at <br /> least 175% of the federal minimum wage. Two options were suggested for <br /> inclusion of health insurance clause: Eliminate health insurance requirement <br />
