City Council Minutes <br /> February 3, 2004 <br /> Page 6 <br /> ---------------------------- <br /> COUNCIL MEMBER SJOBLAD MOVED TO APPROVE A VARIANCE FOR <br /> KENNETH AND ELIZABETH HIRSCHEY TO INSTALL A DRAIN FIELD FOR <br /> AN INDIVIDUAL SEWER TREATMENT SYSTEM WITHIN THE SIDE YARD <br /> SETBACK AND MIDDLE CULLEN LAKE OHW SETBACK BASED ON THE <br /> FINDINGS OF FACT AND THE TWO CONDITIONS LISTED BY THE <br /> PLANNING COMMISSION. COUNCIL MEMBER PFEIFFER SECONDED THE <br /> MOTION. MOTION CARRIED 7-0. <br /> Council Member Sjoblad thanked the Planning Commission for the good work <br /> they did on this request. <br /> 6.3. Preliminary Plat of Evergreen Third Addition by Mike Arvig <br /> Report presented by Zoning Administrator Dawn Bittner. <br /> COUNCIL MEMBER BOLZ-ANDOLSHEK MOVED TO APPROVE THE <br /> PRELIMINARY PLAT OF EVERGREEN THIRD ADDTION BY MIKE ARVIG <br /> BASED ON THE FINDINGS OF FACT AND THE THREE CONDITIONS <br /> LISTED BY THE PLANNING COMMISSION. COUNCIL MEMBER JOHNSON <br /> SECONDED THE MOTION. MOTION CARRIED 7-0. <br /> 6.4. Consider Amendment to Ordinance Relating to Planning Commission Eligibility <br /> Requirements <br /> Zoning Administrator Dawn Bittner informed the Council of the Planning <br /> Commission's recommendation to amend the eligibility requirements for Planning <br /> Commission members to require that members either reside in the City (owns or <br /> rents a home) or owns and operates a business in the City. <br /> Council Member Ryan indicated that he felt the requirements were too broad. <br /> Following Council discussion, it was decided that the requirements include <br /> residents or landowners of the City. <br /> COUNCIL MEMBER RYAN MOVED TO ADOPT ORDINANCE 04-01 <br /> AMENDING ORDINANCE #195 PERTAINING TO PLANNING AND ZONING <br /> BOARD MEMBERSHIP, WHICH STATES THAT PLANNING COMMISSION <br /> MEMBERS MUST BE RESIDENTS OR LANDOWNERS OF THE CITY. <br /> COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br /> CARRIED 7-0. <br /> -------------- <br /> Dawn reminded the Council of the public hearing on the draft comprehensive <br /> plan on February 19, 2004. The Council concurred to hold a special meeting for <br /> that date. <br />
