- r <br /> INSPECTION SUMMARY <br /> A Compliance Monitoring Survey(CMS)was conducted on November 1,2005,by <br /> Herschel Blasing of the Minnesota Pollution Control Agency(IvVCA)to determine the facility's <br /> compliance status with the terms and conditions of it's NPDES Permit. The following is a <br /> summary of the findings and comments resulting from that inspection. <br /> COMMENTS: <br /> 1) As part of the inspecti9k a review of the Discharge Monitoring Reports(DMR's)for the past 12 <br /> months of data had been completed,no permit violations have taken place. <br /> 2) The spray irrigation site was also inspected. It is very apparent that Mr.Twardy,his stafiy and <br /> the individual taking care of the legume crop have been doing an excellent job of making sure a <br /> good stand of alfalfa exits for nutrient and water uptake and the harvesting of this crop. This is <br /> ------ ',_:e€the-best. mss' water s' <br /> a..._ - yI <br /> especially considering the condition of this site only a few years ago. <br /> 3) In a letter dated July 18,2005,the City of Pequot Lakes(City)submitted a request to down size <br /> the wastewater spray irrigation site by 4.5 acres. The request is in response to additional land <br /> required by the_Minnesota Department of Transportation for the completion of improvements for a <br /> roadway along Highway 371. In a letter dated October 25,2005,Mr.Brad Nordberg,MPCA <br /> Hydra,approved this reduction. However,this reduction requires a modification to the City's SDS <br /> Permit because it reduces the allowable acreage and the total Annual Application rate for this site. <br /> The City's SDS Permit expires on December 31,2006. The City is required to apply for reissuance <br /> of this Permit at least 180 days prior to expiration. Because the change in acreage reduction at the <br /> spray site is not scheduled until after the City's current SDS Permit expires,it will not be necessary <br /> to modify the current permit until the upcoming reissuance. At that time,the City must then state <br /> the change in total acres that will be permitted for the application of wastewater on their spray site. <br /> 4) Also during the inspection,we discussed the potential of firture growth needs and what other <br /> communities in the area have been doing to address this issue.
