INSPECTION SUMMARY A Compliance Monitoring Survey(CMS)was conducted on November 1,2005,by Herschel Blasing of the Minnesota Pollution Control Agency(MPCA)to determine the facility's compliance status with the terms and conditions of it's NPDES Permit. The following is a summary of the findings and comments resulting from that inspection COMMENTS: 1) As part of the inspection;a review of the Discharge Monitoring Reports(DMR's)for the past 12 months of data had been completed,no permit violations have taken place. 2) The spray irrigation site was also inspected. It is very apparent that Mr.Twardy,his staff,and the individual taking care of the legume crop have been doing an excellent job of making sure a good stand of alfalfa exits for nutrient and water uptake and the harvesting of this crop. This is - sIII -d1Qf.M9/1�R�-. t �.msnr��tt .ghat T have�•nrker� especially considering the condition of this site only a few years ago. 3) In a letter dated July 18,2005,the City of Pequot Lakes(City)submitted a request to down size the wastewater spray irrigation site by 4.5 acres. The request is in response to additional land required by the Minnesota Department of Transportation for the completion of improvements for a roadway along Highway 371. In a letter dated October 25,2005,Mr.Brad Nordberg,MPCA Hydro,approved this reduction. However,this reduction requires a modification to the City's SDS Permit because it reduces the allowable acreage and the total Annual Application rate for this site. The City's SDS Permit expires on December 31,2006. The Ci ty� apply for reissuance is to PP Y Of this Permit at least 180 days prior to expiration. Because the change in acreage reduction at the spray site is not scheduled until after the City's current SDS Permit expires,it will not be necessary to modify the current permit until the upcoming reissuance. At that time,the City must then state the change in total acres that will be permitted for the application of wastewater on their spray site. 4) Also during the inspection,we discussed the potential of firture growth needs and what other communities in the area have been doing to address this issue. you mentioned the City of Walker and their addition of a septic tank drainfield for a new industrial part of town and how the City of _._ .—-----knot Lakes.has_diec-gym++P - a —�'1 r be aware that any additions to the existing wastewater treatment faciliiy or new or in any of the City will require a submittal of Plans and Specifications of such a project,by a certified engineer from the City to the MPCA,prior to any construction and installation of such additions.
