City Council Minutes <br /> October 4, 2005 <br /> Page 4 <br /> --------------------------- <br /> Council Member Ryan recommended that the Planning Commission <br /> review the performance standards for fencing and to look into requiring a <br /> permitting process for any zone that has performance standards for <br /> fencing. The Council concurred. <br /> MOTION CARRIED 7-0. <br /> 6.1. K-9 Program <br /> Chief of Police Braam requested the Council to implement a K-9 program <br /> consisting of narcotic, weapons, and tracking. The Chief indicated that the <br /> dog is his and is fully trained. Council Member Nagel raised some <br /> questions and concerns about a K-9 dog. The Chief answered the <br /> questions and indicated that the dog is not an attack dog and will be used <br /> as a deterrent for narcotics and weapons. <br /> The Chief indicated that any costs related to the K-9 program will come <br /> from the equipment budget. <br /> COUNCIL MEMBER SJOBLAD MOVED TO IMPLEMENT THE K-9 <br /> PROGRAM. COUNCIL MEMBER PFEIFFER SECONDED THE MOTION. <br /> MOTION CARRIED 7-0. <br /> 6.2. Requests to Attend Training/Conference <br /> COUNCIL MEMBER RYAN MOVED TO AUTHORIZE OFFICER JOSH <br /> GARTNER TO ATTEND THE SUNSET K9 ACADEMY AND CHIEF <br /> BRAAM TO ATTEND THE MINNESOTA CHIEFS OF POLICE <br /> ACADEMY. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br /> MOTION CARRIED 7-0. <br /> 6.3. Consider Lease of Squad Cars for 2006 <br /> Chief Braam informed the Council that there is a lease program available <br /> through Ford which allows entities to lease squad cars and equipment with <br /> the option to buy the car for$1.00 after the lease. The Chief explained that <br /> leasing the cars would allow the City to have a full fleet now at a lower <br /> price rather than purchasing a vehicle per year. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ENTER INTO THE LEASE <br /> PROGRAM CONTINGENT ON THE BUDGET BEING APPROVED. <br /> COUNCIL MEMBER RYAN SECONDED THE MOTION. <br />
