A city or town which conducts a Local Board of Appeal and Equalization must provide proof that at least one member at each meeting has attended the appeals and equalization course and requires that the board verify that a quorum of voting members is present at each meeting in the current year(instead of the prior year). The Department of Revenue has determined that such proof can be provided by completing and signing the Local Board of Appeal and Equalization Certification Form at each local board meeting. Before the meeting is called to order,the assessor must verify that one of the members who has taken the training is present at the meeting and that the quorum requirement has been met. As mentioned above,this should be documented on the Local Board of Appeal and Equalization Certification Form. In order for the assessor to verify if a board member has attended the training,the Department of Revenue will send a list of attendees to the county assessor by March 15 of each year. Please note: The Department of Revenue will not offer any courses from March 1 to June 1 of each year`to ensure that no one can be trained between the time the list is distributed and the local board meetings take place.
