City Council Minutes <br /> July 5, 2005 <br /> Page 7 of 8 <br /> ----------------------------- <br /> COUNCIL MEMBER PFEIFFER MOVED TO RENEW THE CONTRACT <br /> WITH NORTH CENTRAL SERVICE COOPERATIVE FOR HEALTH <br /> INSURANCE WITH BLUE CROSS BLUE SHIELD BEGINNING <br /> OCTOBER 1, 2005. COUNCIL MEMBER SJOBLAD SECONDED THE <br /> MOTION. MOTION CARRIED 7-0. <br /> 11.3. Drug and Alcohol Policy <br /> The Clerk presented two drug and alcohol policies for Council review. She <br /> explained that one policy is for commercial drivers and the other is for all <br /> city employees. The City's current policy covers both commercial drivers <br /> and city employees, however, according to the League of Minnesota <br /> Cities, the policies must be separate. The Clerk indicated that the two <br /> proposed policies replace the existing policy. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADOPT THE DRUG AND <br /> ALCOHOL POLICY FOR COMMERCIAL DRIVERS AND THE DRUG <br /> AND ALCOHOL POLICY FOR CITY EMPLOYEES. COUNCIL MEMBER <br /> RYAN SECONDED THE MOTION. MOTION CARRIED 7-0. <br /> 11.4. Update on Park Improvements <br /> The Clerk informed the Council that the Park Board is ready to move <br /> forward with the lighting and bituminous path. The Council reviewed the <br /> bids presented for the electric and lighting and for the bituminous path. <br /> COUNCIL MEMBER PFEIFFER MOVED TO ACCEPT THE BID FROM <br /> MOONLIGHTING AND ELECTRIC COMPANY FOR THE ELECTRICAL <br /> AND LIGHTING AND FROM ANDERSON BROTHERS FOR THE <br /> BITUMINOUS PATH. COUNCIL MEMBER NAGEL SECONDED THE <br /> MOTION. MOTION CARRIED 7-0. <br /> 12. Other Business <br /> The Council discussed the letter that was received from Colleen Brink. <br /> The Clerk indicated that staff has responded to the first letter and is now <br /> looking into the nonconforming use issue. <br /> Council Member Bolz-Andolshek indicated that the City should start to <br /> consider different locations for the 4th of July fireworks show as the <br /> existing spot is becoming too confined of an area. <br /> Council Member Sjoblad spoke about an incident at the parade where a <br /> �, young girl was struck by a vehicle while she was throwing out candy to the <br />
