`, (a) No more than the license or licenses for one liquor establishment shall be granted <br /> to any person, partnership, corporation, or other ownership entity. <br /> (b) No person, partnership or corporation shall have or possess a direct or indirect <br /> interest in more than one liquor establishment in the City. <br /> (c) No more than the license or licenses for one liquor establishment will be granted <br /> for a single physical location or premises. <br /> Section 22. License not effective beyond space for which granted. <br /> (a) No license shall be effective beyond the compact and contiguous space on the <br /> location or premises specifically named and described and for which the license was <br /> granted. Exceptions for addition or change must be set forth in annual application for <br /> renewal, or specifically approved for the City Council. Licensed premises shall include <br /> the entire parcel of land on which the establishment is located; provided, however, that no <br /> sales or service shall take place outside the designated serving areas approved by the City <br /> Council in the licensing procedure unless such sales and/or service is authorized on a <br /> temporary basis for a special event, and shall be subject to any conditions and limitations <br /> the City Council deems appropriate. <br /> (b) Licensees holding off sale and on sale licenses on the same location or premises <br /> must display and sell all off sale merchandise in an area that is clearly separated from the <br /> on sale part of the premises (by solid wall or partition)with separate entrance and exit. <br /> Section 23. Duration; expiration date; prorating of certain licenses. <br /> (a) All licenses shall be for one year and shall commence on July 1 and expire on <br /> June 30. <br /> (b) All applications, including renewals for annual licenses shall be submitted, along <br /> with payment of annual fee, to the City Clerk no later than May 15. <br /> (c) The City Council may, as it determines under appropriate circumstances,prorate <br /> annual fees for a partial year. <br /> Section 24.
