❑ Provide opportunities for local businesses to leverage capital through the use of public funds such as through tax increment financing (TIF), revolving loans, or the installation of community development corporations. ❑ Discourage the use of fertilizers and insecticides where risk of groundwater and surface water contamination are high. Identify these high risk areas and create an overlay district for promoting Best Management Practices for watershed health. ❑ Define the commuter shed of Pequot Lakes. ❑ Develop an assessment policy for roadway improvements and create a petition process for those who would like to have their non-maintained roads adopted by the City. ❑ Implement the City's wellhead protection plan. ❑ Coordinate with private utilities (electric, natural gas, telephone, internet, cellular, cable) so that future growth and development has efficient access to these services. The Zoning Staff is going to meet with the HRA to work on implementing the following action: ❑ Partner with the Pequot Lakes HRA to create a long-term housing plan. The Zoning Staff is going to meet with the Chamber of Commerce to discussion options for working together to implement the following actions: ❑ Create a mentorship program through the Chamber of Commerce between experienced entrepreneurs and young self-starters joining the Pequot Lakes economic community. ❑ Create an information-sharing system for retail employees to be better educated on the wares of other local stores to keep shoppers from leaving town to buy certain items. The Zoning Staff is going to prepare a grant request with the Initiative Foundation to obtain funding for the following action: ❑ Provide more bicycle parking along the Paul Bunyan Trail in downtown to make it easier for recreational users to stop. The Zoning Staff is going to work with Widseth Smith Nolting, the Roads and Streets Department and the Utility Department to address the following actions (Work requested from Widseth Smith Nolting will need to be authorized by the City Council): ❑ Create expansion plans for water, sewer, and telecommunications so businesses can anticipate future availability. ❑ Establish official road standards (including aesthetic design standards) for both urban and rural road sections. Standards must include trails or walkways for pedestrians. ❑ Examine the extension of Nagel Road for potential grade problems. ❑ Inventory existing infrastructure and develop a capital improvements plan that lays out a timetable for replacement and/or upgrade of critical system components and budgets for that eventuality. ❑ Develop a master plan for storm water management within the downtown areas. The Zoning Staff is going to coordinate with the City's Police Department on completion of the following action: ❑ Evaluate emergency response planning in coordination with all City department consistent with Homeland Security directives and state mandates.
