❑ Provide opportunities for local businesses to leverage capital through the use of public <br /> funds such as through tax increment financing (TIF), revolving loans, or the installation <br /> of community development corporations. <br /> ❑ Discourage the use of fertilizers and insecticides where risk of groundwater and surface <br /> water contamination are high. Identify these high risk areas and create an overlay district <br /> for promoting Best Management Practices for watershed health. <br /> ❑ Define the commuter shed of Pequot Lakes. <br /> ❑ Develop an assessment policy for roadway improvements and create a petition process <br /> for those who would like to have their non-maintained roads adopted by the City. <br /> ❑ Implement the City's wellhead protection plan. <br /> ❑ Coordinate with private utilities (electric, natural gas, telephone, internet, cellular, cable) <br /> so that future growth and development has efficient access to these services. <br /> The Zoning Staff is going to meet with the HRA to work on implementing the following action: <br /> ❑ Partner with the Pequot Lakes HRA to create a long-term housing plan. <br /> The Zoning Staff is going to meet with the Chamber of Commerce to discussion options for <br /> working together to implement the following actions: <br /> ❑ Create a mentorship program through the Chamber of Commerce between experienced <br /> entrepreneurs and young self-starters joining the Pequot Lakes economic community. <br /> ❑ Create an information-sharing system for retail employees to be better educated on the <br /> wares of other local stores to keep shoppers from leaving town to buy certain items. <br /> The Zoning Staff is going to prepare a grant request with the Initiative Foundation to obtain <br /> funding for the following action: <br /> ❑ Provide more bicycle parking along the Paul Bunyan Trail in downtown to make it easier <br /> for recreational users to stop. <br /> The Zoning Staff is going to work with Widseth Smith Nolting, the Roads and Streets <br /> Department and the Utility Department to address the following actions (Work requested from <br /> Widseth Smith Nolting will need to be authorized by the City Council): <br /> ❑ Create expansion plans for water, sewer, and telecommunications so businesses can <br /> anticipate future availability. <br /> ❑ Establish official road standards (including aesthetic design standards) for both urban and <br /> rural road sections. Standards must include trails or walkways for pedestrians. <br /> ❑ Examine the extension of Nagel Road for potential grade problems. <br /> ❑ Inventory existing infrastructure and develop a capital improvements plan that lays out a <br /> timetable for replacement and/or upgrade of critical system components and budgets for <br /> that eventuality. <br /> ❑ Develop a master plan for storm water management within the downtown areas. <br /> The Zoning Staff is going to coordinate with the City's Police Department on completion of the <br /> following action: <br /> ❑ Evaluate emergency response planning in coordination with all City department <br /> consistent with Homeland Security directives and state mandates. <br />
