January 4,2005 Page 3
Proposal for CSAH 11 Consulting Services
City of Pequot Lakes
Our efforts include one meeting each with the City and the County to review the horizontal
alignments and the typical sections.
6. Layout a preliminary storm drainage system.
As a part of this study, we will not perform hydrologic and hydraulic calculations and design.
Instead,we will use our best engineering judgment to locate catch basins, piping, and discharge
area(s).
7. Identify a Right-of-Way corridor.
We will layout requirements for new R/W.
Our proposal does not include attending meetings 4.1 een the City and pr tr owners. If
needed,we can do this as additional work. k
Identifying the R/W corridor is a first step in posslEi. signalhis CSAH 11 regnment under
the Official Mapping Statutes. This provides the City " Ides regarding managing use of the
designated route.
While our proposal does not include he City wants use epare legal descriptions and
sketches for the R/W corridor,to be in as part of the apping requirements,we
can do so as extra work.
8. Estimate project costs.
5.
For each horizo align Iternative besides calculating estimated quantities and applying
unit prices to up with a timated construction cost,we will estimate R/W acquisition (legal
descriptions end es, le acquisition do' ts, discussions with property owners, and
price of the land); p na hase ei i ring; design phase engineering; construction
phase b' stakin rvstration);and contingencies.
h :a
9. Lid rather item sider 1
title environmenta es will entified (e.g. possible impacts to wetlands, noise, erosion
co k.1during constru , etc.),, his study does not include delineation of wetlands. Wetlands, if
prese ill be visually y ntifed but the actual delineation of them is generally accounted for in
subseq hases. If A".find ourselves in a situation where a wetland may have a significant
impact on roect,w0 will address this as extra work.
This study also' `'°` not include soil borings. While there is always that possibility,we do not
anticipate the soj of this area will have an adverse impact on construction or cost. Soils borings
and a geotechncal report(more for the benefit of bidders)would be conducted during the design
phase.
A possible realignment of CSAH 11 may be impetus for a master plan of the downtown area.At a
minimum, it provides some opportunities to look at parking, pedestrians, etc. on Main Street.
M:\Proposals\2005 Proposals\Pequot Lakes CSAH 11 Consulting.doc
