Planning Commission Report, November 2006 6 <br /> 1. Signs shall not be internally or externally light,but may be reflective. <br /> 2. No sign shall be larger than 3 square feet, except for a permitted home occupation where <br /> 6 square feet is allowed. <br /> 3. Only one sign per parcel shall be allowed. <br /> Under the Ordinance as it currently exists, the standards residential subdivision sign would <br /> not be allowed, as they are typically larger than 3 square feet in size and usually are <br /> externally lighted. <br /> The Staff has researched sign ordinances from other communities to see how they address <br /> this type of signage and has found that many communities allow"Area Identification Signs" <br /> in residential districts, following specific standards. Based on discussion and direction from <br /> last month's meeting, the Staff has drafted Ordinance amendments for Area Identification <br /> Signs. <br /> THE PLANNING COMMISSION IS RECOMMENDING. (5-1) THAT THE CITY <br /> COUNCIL ADOPT THE FOLLOWING ORDINANCE AMENDMENTS: <br /> ■ The following definition be added to Section 3.2 Definitions: <br /> Signs,Area Identification. A sign located at the entrance or entrances of the area that <br /> is used to identify a common area containing a group of structures on a minimum of <br /> five acres, such as a residential subdivision, where there exists an association that <br /> provides for the maintenance of the sign or structures. <br /> ■ Section 7.1, Subdivision 5D Offsite Signs be amended so that the numbering is Section <br /> 7.1, Subdivision 6,rather than 5D. <br /> ■ Provisions for Area Identification Signs be added as Section 7.1, Subdivision 5D and read <br /> as follows: <br /> D. Residential Districts, including Rural Residential, Transition Residential, Shoreline <br /> Residential,and Urban Residential. <br /> i. Area Identification Signs are permitted by Conditional Use Permit in the <br /> residential districts listed above, and must meet the following criteria: <br /> i. The size of the sign shall not exceed 32 square feet in area. <br /> ii. The sign shall not exceed eight (8) feet in height, as measured from the <br /> existing ground elevation to the top of the sign.Any landscaping, grading, <br /> structure, or other material that raises the level of the existing elevation of <br /> the ground shall be included in the height of the sign. <br /> iii. Any such sign shall be erected only on a corner lot at the intersection of <br /> local or collector streets with collector or arterial roadways and only on <br /> property that is a part of the residential development identified herein. <br /> iv. The sign shall be located on private property at the required setbacks for <br /> the zoning district, as detailed in Chapter V of this Ordinance. Placement <br /> of the sign shall include consideration for the maintenance of appropriate <br /> sight lines at the intersection and shall not constitute an obstruction to <br /> traffic in the area. <br /> v.
