Planning Commission Report, November 2006 4 <br /> would be to avoid the cluttered appearance of large, accessory structures concentrated in a <br /> �. neighborhood, there are a number of other reasons to support this type of regulation, <br /> including tax base, stormwater control, and limits on guest houses and density. <br /> For shoreline properties, the total cumulative accessory structure provided for is 1,280 <br /> square feet. While Commission members seem to be comfortable with this standard for the <br /> first tier from the lake, members have indicated that they would like to consider a "sliding <br /> scale" for parcels that may have greater area and greater depth. At the previous Planning <br /> Commission meeting, the proposed amendment had been discussed, and suggestions for <br /> changes were made. The goal is to provide for increases in additional cumulative accessory <br /> structure size based on the lake classification of the lake and the size of the property beyond <br /> the first tier. <br /> THE PLANNING COMMISSION IS UNANIMOUSLY RECOMMENDING THAT <br /> THE CITY COUNCIL ADOPT THE FOLLOWING ORDINANCE AMENDMENT <br /> RELATED TO ACCESSORY STRUCTURE SIZES IN THE SHORELINE <br /> RESIDENTIAL(SR)DISTRICT: <br /> Section,.8, Subdivision 4 <br /> J. Accessory Structure Size. HEARING: Ordinance Amendment to Establish an Extractive Use Overlay <br /> District, City of Pequot Lakes. <br /> The City has a moratorium on extractives uses that expires at the beginning of 2007. As <br /> Staff, we have received numerous comments and direction from Commission members on <br /> how they desire that we proceed. Some members would proposed composing or editing new <br /> ordinance language and establish a complex system of regulation and administration of <br /> extractive uses. Other members proposed banning, either overtly or de-facto through strict <br /> regulation, all extractive uses. Other members had indicated preferences that fall in between <br /> these. <br /> It was the consensus of the Commission that the existing extractive uses and related pits <br /> should be allowed to remain with opportunity to expand.
