If this had been a City initiated or special assessment project, we would not have even considered using bituminous gutter. Sheet No. 4, Water and Sewer Details • External manhole adjustment ring seals, Infi-Shield or approved equal, have been used on recent sanitary sewer installations in the City of Pequot Lakes. We would recommend their use on this project as well. • There does not appear to be any provision for locating sanitary sewer services in accordance with the latest Minnesota Statutes. Sheet No. 6 thru 9, Plan and Profile • There does not appear to be 10 feet of separation between sanitary sewer and water services as is required by Minnesota Department of Health regulations (sheets 6-8 of 22). • Intersections at Trailside Road / C.R. 112 and Trailside Road /Trailside Loop do not appear to meet the ordinance requirements for approach grades. The ordinance requires grades no greater than 2% within 50 feet of an intersection and 7% within 200 feet (sheet 8 of 22). • While there does not appear to be a feasible alternative, watermain and forcemain are being directional drilled in very close proximity to natural gas mains and services. We recommend very close coordination with the natural gas utility when performing these operations (sheet 9 of 22). Specifications ■ In addition to the air and deflection testing listed in SPEC 109, the City will require that the sanitary sewer lines be televised. Engineer's Estimate • We have made a spot check, as opposed to a line by line review, of the quantities and they appear to be correct. • We checked the unit prices against other recent projects in the area and, for the most part, they appear reasonable. • It appears that the cost split for 10" watermain has been calculated at 50% for the City's share, or$32.50 per lineal foot. Our understanding of the previous agreement is that the developer would pay for an open cut 6" diameter watermain complete in place and the City would pay for the material cost associated with increasing the diameter to 10", which we would estimate at approximately $8.00 per lineal foot (not$32.50 per foot).
