As requested by the City, we have reviewed construction drawings, specifications, and a cost estimate for the proposed Trailside Estates development. The drawings reviewed were received at our office on August 31, 2006. The title block date of these drawings is August 29, 2006, with no revisions listed on the Title Sheet. The specifications reviewed were received at our office on September 5, 2006. The certification page of these specifications is dated 9/1/06. The cost estimate reviewed was received at our office on September 19, 2006 via Email. The spreadsheet was dated 14-Sep-06 in the upper right hand corner and totaled $690,000. Our review focused primarily on proposed City utilities/infrastructure/engineering items. It is our understanding that the "zoning" components, such as densities, setbacks, lot coverage, etc. will be reviewed by the City's Planning and Zoning Commission or other City consultants. We have referenced the following in conducting our review: ■ Ordinance No. 05-04, City of Pequot Lakes, "Land Use and Subdivision Ordinance", dated January 17, 2006. We have the following comments to offer: Sheet No. 3, Road Details • The City's ordinance gives a minimum cul-de-sac right-of-way radius of 68 feet. The right- of-way radius shown does not appear to meet this requirement. • The 31-foot paved cul-de-sac radius shown does not allow for the turning radii of typical buses and emergency vehicles. • The City's ordinance gives a minimum right-of-way for local streets of 66 feet. The typical section shown for Trailside Loop and Trailside Road (Sta. 0+00 to 11+00) shows a 40-foot right of way. • We very, very strongly recommend the use of concrete curb and gutter, probably a surmountable type for this application, in lieu of the bituminous gutter shown.
