City Council Minutes <br /> October 3, 2006 <br /> Page 8 of 10 <br /> --------------------------- <br /> Chief Braam reviewed a letter the City received from the Minnesota State <br /> Patrol indicating that Highway 371 can no longer be closed for the parade. <br /> 11. Clerk's Monthly Report <br /> Report by Clerk Sandy Peine. <br /> 11.1. Delinquent Billing — Certification to Taxes <br /> The Clerk presented a list of delinquent water/sewer bills and one <br /> delinquent fire bill. She requested Council authority to certify these <br /> charges to the taxes payable in 2007. <br /> COUNCIL MEMBER SJOBLAD MOVED TO CERTIFY THE <br /> DELINQUENT WATER/SEWER/STORM SEWER AND FIRE CALLS TO <br /> TAXES. COUNCIL MEMBER PFEIFFER SECONDED THE MOTION. <br /> MOTION CARRIED 7-0. <br /> 11.2. Collection Services Agreement <br /> The Clerk noted that Collection Resources has amended its contract to <br /> meet the City Attorney's recommendations. <br /> COUNCIL MEMBER RYAN MOVED TO SIGN THE CONTRACT FOR <br /> COLLECTION SERVICES WITH COLLECTION RESOURCES. <br /> COUNCIL MEMBER NAGEL SECONDED THE MOTION. MOTION <br /> CARRIED 7-0. <br /> 11.3. Performance Appraisal Process Policy <br /> The Clerk noted that the performance appraisal process is the proposed <br /> policy that was presented by Ray Niemann. The Council requested that <br /> language be added to incorporate action for poor performance appraisals. <br /> The Clerk noted that she would add some language to the policy to reflect <br /> action for poor performance reviews. <br /> COUNCIL MEMBER RYAN MOVED TO APPROVE THE <br /> PERFORMANCE APPRAISAL POLICY WITH THE KNOWLEDGE THAT <br /> ADDITIONAL LANGUAGE WILL BE ADDED RELATING TO POOR <br /> PERFORMANCE APPRAISALS FOLLOWING COUNCIL APPROVAL. <br /> COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION <br /> CARRIED 7-0. <br />
