WaterNVastewater Supervisor's Report <br /> Monthly report by Brett Twardy. Discussion was held regarding late fees <br /> and the use of a collection agency to collect the fees. <br /> COUNCIL MEMBER PFEIFFER MOVED TO HIRE A COLLECTION <br /> AGENCY TO COLLECT FEES THAT THE CITY CANNOT RECOVER <br /> BY CERTIFYING CHARGES TO TAXES. COUNCIL MEMBER RYAN <br /> SECONDED THE MOTION. MOTION CARRIED 7-0. <br /> The Council requested the Clerk to draft a policy regarding collection <br /> agencies. <br /> Brett Twardy distributed two quotes for doing a rate study for the City of <br /> Pequot Lakes. He noted that this would be put on the next City Council <br /> agenda. <br /> 9. Police Chiefs Report <br /> Monthly report by Chief Braam. <br /> 10. Clerk's Monthly Report <br /> Report by Clerk. <br /> 10.1. K9 — Shadow <br /> The Clerk suggested that the Council consider purchasing Shadow from <br /> Chief Braam. She noted that Shadow is a fully trained police K9 dog <br /> currently owned by Chief Braam. She indicated that since the Chief was <br /> hired the City has been using Shadow in the capacity of a Police K9 dog <br /> at no charge. <br /> COUNCIL MEMBER PFEIFFER MOVED TO PURCHASE SHADOW <br /> FROM CHIEF BRAAM FOR $5,500 AND THAT THE PURCHASE BE <br /> FUNDED FROM POLICE RESERVE FUND. COUNCIL MEMBER <br /> SJOBLAD SECONDED THE MOTION. <br /> Council Member Ryan questioned the amount of money the City has <br /> spent to train Officer Gartner to handle the K9.
