Other permits required for this project include,but are not limited <br /> to,the following: <br /> 1. Stormwater permit from the MPCA <br /> 2. Permitting from the Department of Health <br /> 3. Permitting on sewage treatment from the MPCA <br /> d. The Extent to which Environmental Effects can be Anticipated <br /> and Controlled as a Result of Other Environmental Studies <br /> Undertaken by Public Agencies or the Project Proposer, or of <br /> EISs Previously Prepared on Similar Projects <br /> Environmental impacts have been adequately addressed and avoided with <br /> implementation through the City's permitting process. <br /> 2. HEARING: Conditional Use Permit for the RV Resort Village at the Preserve, <br /> Dan Helbling. <br /> The applicant owns 54 acres of property along the west side of Highway 371 a little over two <br /> miles south of downtown Pequot Lakes. A 157 unit Recreational Vehicle (RV) Resort is <br /> proposed for the site. The access to the resort is proposed to be off of Hurtig Road. The <br /> property is zoned Agriculture (AG) and falls within the Recreation Vehicle Resort Overlay <br /> District. Recreational amenities, shared facilities, fenced storage, sewage treatment and <br /> stormwater management are proposed to be provided on site. <br /> This project requires a Conditional Use Permit. The standards for approval include those for <br /> a campground, which includes the provisions of a Planned Unit Development, as well as <br /> those contained in the Overlay District. <br /> THE PLANNING COMMISSION IS UNANIMOUSLY RECOMMENDING THAT <br /> THE COUNCIL APPROVE THE CONDITIONAL USE PERMIT FOR THE RV <br /> RESORT VILLAGE BASED ON THE FOLLOWING FINDINGS OF FACT: <br /> 1. The parcel is 54.24 acres in size and thus meets the minimum lot size requirements. <br /> On the campground standards of Section 8.4 <br /> 2. The City does not enforce the standards of the Department of Health,but permitting <br /> from that agency is required to ensure that development conforms to their standards. <br /> The City has provided a letter for the applicants to assist in obtaining a Department <br /> of Health approval. <br /> 3. Each proposed site meets the minimum requirements of 3,000 square feet and is at <br /> least 40-feet center-to-center to adjacent units. <br /> 4. Adjacent to each site is a strip of land for a service road. The strips of land range <br /> from 40 feet to 50 feet wide,thus meeting the minimum standard. <br /> 5. Parking is provided on each individual site. <br /> 6. Recreational facilities are provided and are addressed during the PUD portion of the <br /> review. <br /> 7. The applicant has submitted a detailed narration on how the development will be <br /> supplied with water. <br /> 8.
