COMMUNITYGROWTH August 24, 2oo6 1 N S T 1 T U T E Mayor and City Council City of Pequot Lakes 4638 County Road 11 Pequot Lakes,MN 56472 Re: Planning Commission Report Dear Mayor and City Council, The Planning Commission met for their regularly scheduled August meeting where they held six public hearings and reviewed the EAW for the RV Resort Village. They are forwarding the following recommendations for your consideration: 1. ITEM: Review of the Environmental Assessment Worksheet for the RV Resort Village. Over the last months, the City held the public comment period for the Environmental Assessment Worksheet(EAW)for the RV Resort Village.Now that the public comment period is complete, the City must make a determination as to whether the preparation of an Environmental Impact Statement(EIS)will be necessary for this project. An EIS shall be ordered for projects that have the potential for significant environmental effects. Determining whether the project has potential for significant environmental impacts can be complex,but the Minnesota Rules require that the follow criteria be considered: 1. The type,extent,and reversibility of the environmental effects; 2. The cumulative potential effects of related or anticipated future projects; 3. The extent to which the environmental effects are subject to mitigation by an ongoing public regulatory authority; and 4. The extent to which the environmental effects can be anticipated and controlled as a result of other environmental studies undertaken by public agencies or the project proposer,including other EISs. THE PLANNING COMMISSION IS RECOMMENDING THAT THE CITY ADOPT A FINDING OF NO SIGNIFICANT IMPACT. THE CITY SHOULD PASS A RESOLUTION DECLAING A NEGATIVE NEED FOR AN ENVIRONMENTAL IMPACT STATEMENT FOR THE RV RESORT VILLAGE. CITY OF PEQUOT LAKES Record of Decision RV Resort Village PUD EAW I. BACKGROUND The RV Resort Village is a proposed recreational vehicle park located on 54.2 acres of land. The proposed park would include 157 sites and associated infrastructure to accommodate different types of recreational vehicles.The proposed project is located on the west side of State Highway 371, bounded to the west by Hurtig Road, in the City of Pequot Lakes.The City of Pequot Lakes is the RGU and Widseth Smith Nolting prepared the EAW with guidance from the City. Notice of availability of the completed EAW was published in the EQB Monitor on June 6, 2oo6. The 3o-day public comment period ended on July 5, 2oo6.
