COMMUNITYGROWTH <br /> August 24, 2oo6 1 N S T 1 T U T E <br /> Mayor and City Council <br /> City of Pequot Lakes <br /> 4638 County Road 11 <br /> Pequot Lakes,MN 56472 <br /> Re: Planning Commission Report <br /> Dear Mayor and City Council, <br /> The Planning Commission met for their regularly scheduled August meeting where they held six <br /> public hearings and reviewed the EAW for the RV Resort Village. They are forwarding the <br /> following recommendations for your consideration: <br /> 1. ITEM: Review of the Environmental Assessment Worksheet for the RV Resort <br /> Village. Over the last months, the City held the public comment period for the <br /> Environmental Assessment Worksheet(EAW)for the RV Resort Village.Now that the public <br /> comment period is complete, the City must make a determination as to whether the <br /> preparation of an Environmental Impact Statement(EIS)will be necessary for this project. <br /> An EIS shall be ordered for projects that have the potential for significant environmental <br /> effects. Determining whether the project has potential for significant environmental impacts <br /> can be complex,but the Minnesota Rules require that the follow criteria be considered: <br /> 1. The type,extent,and reversibility of the environmental effects; <br /> 2. The cumulative potential effects of related or anticipated future projects; <br /> 3. The extent to which the environmental effects are subject to mitigation by an ongoing <br /> public regulatory authority; and <br /> 4. The extent to which the environmental effects can be anticipated and controlled as a <br /> result of other environmental studies undertaken by public agencies or the project <br /> proposer,including other EISs. <br /> THE PLANNING COMMISSION IS RECOMMENDING THAT THE CITY ADOPT <br /> A FINDING OF NO SIGNIFICANT IMPACT. THE CITY SHOULD PASS A <br /> RESOLUTION DECLAING A NEGATIVE NEED FOR AN ENVIRONMENTAL <br /> IMPACT STATEMENT FOR THE RV RESORT VILLAGE. <br /> CITY OF PEQUOT LAKES <br /> Record of Decision <br /> RV Resort Village PUD EAW <br /> I. BACKGROUND <br /> The RV Resort Village is a proposed recreational vehicle park located on 54.2 acres of <br /> land. The proposed park would include 157 sites and associated infrastructure to <br /> accommodate different types of recreational vehicles.The proposed project is located on <br /> the west side of State Highway 371, bounded to the west by Hurtig Road, in the City of <br /> Pequot Lakes.The City of Pequot Lakes is the RGU and Widseth Smith Nolting prepared <br /> the EAW with guidance from the City. Notice of availability of the completed EAW was <br /> published in the EQB Monitor on June 6, 2oo6. The 3o-day public comment period <br /> ended on July 5, 2oo6. <br />
