The Clerk <br /> noted that the City Attorney has indicated that the ordinance does include <br /> the annexed Sibley Township area. Tim Houle reviewed the current fee <br /> structure. The Council felt that a worksession should be held to discuss <br /> how to fairly charge property owners for this fee. A date was not set for <br /> this worksession. <br /> 12.2. Special Council Meeting — Road Discussion <br /> COUNCIL MEMBER PFEIFFER MOVED TO CALL A SPECIAL <br /> MEETING OF THE CITY COUNCIL FOR MARCH 21, 2006 AT 6:30 P.M. <br /> TO MEET JOINTLY WITH THE PLANNING AND ZONING COMMISSION <br /> TO DISCUSS THE FUTURE OF THE CITY'S ROAD SYSTEM. COUNCIL <br /> MEMBER BOLZ-ANDOLSHEK SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 12.3. Assessment Policy <br /> Tim Houle reviewed the proposed assessment policy with the Council. <br /> `-' COUNCIL MEMBER RYAN MOVED TO ADOPT THE ASSESSMENT <br /> POLICY AS PRESENTED. COUNCIL MEMBER SJOBLAD SECONDED <br /> THE MOTION. MOTION CARRIED 5-0. <br /> 12.4. Engineer Handout <br /> The City Engineer distributed a handout that reflected City projects that <br /> WSN has been, or is currently involved in. <br /> The Engineer distributed a proposal for road work in 2006. The proposal <br /> contained the following roads: <br /> • Nickel Road <br /> • Timber Oaks road and Pine Needle Drive <br /> • Coleman Drive <br /> • Hubbard, Davis, and Austin Streets <br /> • Lakewood Avenue and Lakeside Avenue <br /> Council Member Ryan questioned why the City is considering paving <br /> Nickel Road? Council Member Sjoblad indicated that the road has been in <br /> the City's 5-year road plan and the purpose of the plan is to pave all gravel <br /> roads in the City. <br />
