August 25 —ISTS follow-up correspondence. <br /> ■ August 28—Processed 3 Land Use Applications. <br /> ■ August 28—Wrote 2 violation letters. <br /> Meetings Attended: <br /> • August 1 —City Council Meeting—6:30 p.m. <br /> • August 2—Chuck Marohn, Sandy, Mike and Brett to discuss development <br /> procedures- 10:30 a.m. <br /> • August 3 —Staff Meeting— 10:00 a.m. <br /> • August 17—Planning Commission Meeting—6:30 p.m. <br /> • August 21 —Capital Improvements Meeting— 10:30 a.m. <br /> • August 22—Highway 371 Meeting—6:00 p.m. <br /> • August 30—Pre-construction meeting with Corky Smith— 10:00 a.m. <br /> Notes <br /> ➢ Dawn Bittner was on vacation August 10, 11 and 14. <br /> ➢ I have been asked to explain how fees are collected in this department. First of <br /> all, Land Use fees are a budgeted item. In other words, we forecast <br /> approximately how much time will be spent on the day to day operation of the <br /> Zoning Department. Land Use Permit fees, commonly referred to as Building <br /> Permit fees, are based on square footage. <br /> ➢ Secondly, applications for Preliminary or Final Plat, Subdivisions,Conditional <br /> Use Permits and Rezoning Requests have a set fee on the City Fee Schedule. <br /> Pursuant to our Ordinance, applicants are responsible to reimburse the City for <br /> expenses incurred processing their application which exceeds the application fee. <br /> For example,the application fee for a Commercial Conditional Use Permit is <br /> $400.00. The City could incur expenses for, but not limited to,postage, <br /> publishing, attorney fees, engineering fees, City Planner, and other consultants <br /> needed to process an application. If these fees amounted to $456.78, the applicant <br /> would need to reimburse the City$56.78. We are finding that our application fees <br /> are not covering our expenses in many cases. <br /> ➢ We have not budgeted for resolving violations as their frequency and severity are <br /> unpredictable. Most violations are resolved with minimal contact from City Staff. <br /> There have been several violations that were too complex to be addressed solely <br /> by City Staff. In those cases, Staff has contacted professional consultants to <br /> address the problems. Those have included the City Engineer, representatives <br /> from Community Growth Institute and A. W. Research,to name a few. It has <br /> been City policy up to that point that tax revenue is not to be spent resolving <br /> Completed August 29,2006 2 <br />
