Spencer Lian — Student Council — Homecoming Parade <br /> Spencer Lian and Toni Gamello invited the Council to participate in the <br /> Homecoming parade. <br /> Spencer Lian requested to use the streets on the west side of the City for <br /> the parade route. Chief Braam indicated that John Ryan would be working <br /> with the school on the parade route. <br /> 6.2. Park Board — Cement Bid <br /> Del Anderson, Park Board Chair, noted that he received 3 bids for the <br /> cement work at the Bobber Park. Mr. Anderson requested Council <br /> authorization to accept the bid from Billy Rickard at $4,070 for the cement <br /> work at the Bobber Park. The Clerk reminded the Council that the funds <br /> for this portion of the project are from the Cable Commission grant. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ACCEPT THE BID FROM <br /> BILLY RICKARD AT $4,070. COUNCIL MEMBER ORASKOVICH <br /> SECONDED THE MOTION. MOTION CARRIED 7-0. <br /> `.- 7.0. Monthly Planning and Zoning Report <br /> Report presented by Dawn Bittner. Council Member Ryan indicated that <br /> he would like further clarification regarding how fees are communicated to <br /> the public. He noted that he is referring to all planning and zoning fees <br /> including violations. <br /> 7.1. Environmental Assessment Worksheet for the RV Resort Village <br /> Staff report by Dawn Bittner. Ms. Bittner noted that the Planning <br /> Commission is recommending that the City adopt a finding of no <br /> significant impact. <br /> MAYOR MALECHA MOVED TO ADOPT RESOLUTION 06-30 <br /> DECLARING A NEGATIVE NEED FOR AN ENVIRONMENTAL IMPACT <br /> STATEMENT FOR THE RV RESORT VILLAGE. COUNCIL MEMBER <br /> NAGEL SECONDED THE MOTION. MOTION CARRIED 7-0. <br /> 7.2. Conditional Use Permit for RV Resort Village, Applicant Dan Helbling <br /> Staff report by Dawn Bittner. Ms. Bittner noted that the Planning <br /> Commission is recommending that the Council approve the conditional <br /> use permit based on 48 findings of fact and contingent on 7 conditions. <br />
