MINUTES <br /> 0 <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> JULY 20,2006 <br /> PRESENT: Bill Habein,Dean Williams, Tom Adams,Tom Woog, Mark Hallan and <br /> Roger Varilek. ABSENT: Scott Pederson and John Derksen. <br /> CITY PLANNER: Charles Marohn, PE. <br /> ZONING ADMINISTRATOR: Dawn Bittner. <br /> COUNCIL LIAISON: Tom Ryan. <br /> The meeting was called to order at 6:36 p.m. by Chairman Woog. <br /> Review of environmental Assessment Worksheet for the RV Resort Village. <br /> Mr.Marohn explained the City must determine an EIS is necessary or a finding of no <br /> significant impact. The only ambiguity is the response from MnDOT. MnDOT's July 3 <br /> letter was discussed. Mr. Marohn had spoken with Mary Safgren of MnDOT and they <br /> would like the City to do a traffic study. No parameters were given. The Planning <br /> Commission was concerned with the traffic from the 157 pads at the RV Resort and the <br /> 350 vendors,plus customers, at the Crafters Mall on Saturdays. <br /> JOHN DERKSEN ARRIVED AT 6:50 p.m. <br /> An EIS for only a traffic study was discussed. Dan Helbling, applicant, stated he had met <br /> with MnDOT prior to application and has continued to meet with then,possibly 5 <br /> meetings. Mr. Marohn stated there can be no action on the CUP or Preliminary Plat <br /> without the environmental review completed. <br /> The Crafters Mall didn't require an EAW although they contribute more traffic at the <br /> intersection. Tim Moore, WSN,Project Manager, inquired whether it was public policy <br /> to require a traffic study for other projects that didn't require an EAW. There is a <br /> condition in the Crafters Mall CUP requiring a traffic study. Crow Wing County and <br /> MnDOT were contacted for their recommendations. <br /> A motion was made by Dean Williams, seconded by Tom Adams to table this matter and <br /> would like the following 3 questions answered: <br /> 1. Can we do an EIS on the traffic only? <br /> 2. The timeline for MnDOT to do a study? <br /> �. 3.
