Motion carried. <br /> OPEN FORUM: <br /> Patrick Ganley was in the audience to discuss the violation letter he had received from <br /> the Zoning Administrator. Staff had 2 letters to pass out to the Planning Commission <br /> requesting that Mr. Ganley not be allowed to keep his rooster and chickens: <br /> 1. Cullen Lake Association <br /> 2. John Szafranski <br /> Mr. Ganley stated he has 5 hens and no longer has the rooster. He purchased 6 checks <br /> and one turned out to be a rooster. The rooster is gone. His Grandkids like to feed the <br /> chickens and collect the eggs. The chickens are no noisier than crows during the day or <br /> loons at night. He stated he refereed outside hockey for many years and is requesting a <br /> favor back from the City. He understands he is in violation of the Ordinance,but would <br /> like permission to keep the hens only, for a maximum of 6 months. He stated ducks do <br /> more polluting of the lake. <br /> L <br /> After discussion the Planning Commission agreed to allow Mr. Ganley 6 months to <br /> remove the hens. He is to notify Staff to verify when they are removed and will then be <br /> removed from the violation list. <br /> ADDITIONS OR DELETIONS TO AGENDA: <br /> ADD: <br /> 7. b. Administrative Fines <br /> 7. c. Mark Schoeb—Temporary Structure <br /> NEW BUSINESS: <br /> Fine Designation on Fee Schedule: <br /> Staff explained she had spoken with the Prosecuting Attorney who suggested adding a <br /> dollar amount for Fines to the City Fee Schedule. When she explained this to the Police <br /> Chief,he stated our Ordinance has to teeth in it. He would like to be able to help enforce <br /> it. He suggested possibly including Administrative Fines that would allow the Police <br /> Department to write tickets when violators refuse to comply with the Ordinance. The <br /> Police Chief was present and explained that he would like to assist the P&Z Department <br /> with violations. He explained how the Administrative Fines would work. He would also <br /> like to use his Reserve Officers for follow-up visits of violations. He would also like to <br /> hand deliver violation letters and issue an ICR. He requested permission to work with <br /> Planning Commission Meeting 5 <br /> July 20, 2006 <br />
