Appointments <br /> Every appointment to municipal service shall be made by the City Council <br /> on the basis of merit and fitness for the position. When required by law or by <br /> the council, merit and fitness may be ascertained by written, oral or other <br /> examinations designed to evaluate the ability of the candidate to discharge <br /> the position for which the examination is held. The City Council may accept <br /> the recommendations of department heads in making appointments. <br /> Examinations <br /> The City may require physical and/or chiropractic examinations, paid for by <br /> the City as a condition of employment. When required, the applicant shall <br /> submit to a physical and/or chiropractic examination and provide the <br /> attending physician or Chiropractor with all necessary and relevant <br /> information and history, including the job description for the proposed <br /> position. The City may require drug and alcohol testing as required by the <br /> City's Drug and Alcohol policies. These tests will be paid for by the <br /> employer. <br /> Vacancies <br /> The City Council will fill vacancies with the recommendation of the <br /> Department Head or Council Liaison. Normally vacancies will be posted <br /> with priority given to current employees. Where no internal candidates are <br /> identified, the vacancy will be published in the official newspaper. <br /> No Re-Hire <br /> In the event an employee is involuntarily terminated by the City, the City <br /> may not re-hire said employee in any capacity for a period of three (3) years. <br /> (Refer to section on Termination) <br /> Probationary Period <br /> The probationary period is an integral part of the selection process and shall <br /> be utilized for observing the employees work, for securing the most effective <br /> adjustment of the employee to the position, and for rejecting any employee <br /> whose performance does not meet the required work standard. <br /> 4 <br />
