3. These properties have frontage on County Highway 17, which could be forested to provide a <br /> green corridor into the city. <br /> 4. The lots provide public open space in the area. <br /> 5. Sewer and water are not currently available, but the properties are located within the project <br /> utility service area. <br /> 6. As these properties are owned by the City, and potentially could be used for recreation purposes, <br /> the properties best rezone to Recreation(R)to preserve the property as public open space. <br /> 7. Rezoning to Recreation would be compatible with the zoning on the surrounding properties as the <br /> Recreation zone is compatible with and can be established adjacent to every other zoning <br /> classification. <br /> 8. While the Future Land Use map does not specifically designate these properties for future <br /> Recreation uses, rezoning to Recreation would still be consistent with the spirit and intent of the <br /> Comprehensive Plan. <br /> 4. East Twin Lake Plan. <br /> The City of Pequot Lakes, working with the East Twin Lake Association, has developed a <br /> management plan for the lake. It is the direction of the Comprehensive Plan and the desire of the <br /> parties involved in the preparation that this document be adopted by the City of Pequot Lakes as the <br /> management plan for this portion of the City.The Plan would be considered an appendix document to <br /> the existing Comprehensive Plan. <br /> The document has already been approved and adopted by the East Twin Lake Association. The <br /> Planning Commission is recommending that the City Council adopt the East Twin Lake Plan. <br /> The following information regarding the rezoning of Parcel # 290031101A00009, belonging to Ms. <br /> Bonnie Watt, has been included to inform the Council's continuing review of the Planning Commission <br /> recommendation. This information is a repeat of what had been included in the previous month's Council <br /> Report, with no new additional information. It should be noted, however, that the Council's discussion <br /> regarding this property should be strictly regarding the rezoning recommendation, which is entirely <br /> separate and disconnected from any violation history that this property or this property owner has. The <br /> rezoning recommendation comes to the Council as part of the City-wide rezoning process to make all <br /> properties consistent with the new Land Use and Subdivision Ordinance adopted last summer. <br /> Rezoning from Rural Residential to Rural Residential (RR), Parcel # 290031101A00009, Bonnie <br /> Watt,property owner. The property in question is located on the north side of the City on County Road <br /> 112. The property is about 10 acres in size and was zoned Rural Residential under the previous <br /> Ordinance. This property has not yet been rezoned as a separate public hearing had been requested by the <br /> property owner. The proposed new zone for the property would be Rural Residential, following the <br /> standards adopted in the new Ordinance. The property owner has requested that the property be rezoned <br /> to Commercial District. <br /> The Planning Commission is recommending that the property be zoned Rural Residential. This <br /> recommendation is based on the following findings of fact: <br /> 1.
